        Harry Truman

October 30, 1947. Typed Letter Signed “Harry S. Truman” as President, one page, 8” x 10.5”. The White House, Washington, October 30, 1947. To Honorable James E. Webb, Director, Bureau of the Budget, Washington, D.C. Plastic tape stain, 0.5” x .75”, in blank lower right where a 5” x 3” Autograph Note Signed “HST” to Webb was affixed – ANS, with identical 0.5” x .75” plastic tape stain, is present. Fine condition.

In full, “The Acting Secretary of State, in reporting to me on the progress made in examining the report submitted by the Paris Conference on European Economic Recovery and in the formulation of an Administration position with regard to this report, has expressed great appreciation of the assistance received from you and the members of your Bureau working on this matter. While I naturally expect the fullest measure of co-operation from members of the Executive Departments, I am very gratified at the fine teamwork being displayed both by the individuals and the agencies involved. I have noted it with pleasure, and I commend you and your associates for the great efforts being made in this undertaking. I hope you will pass on to the personnel of your Bureau who have been so helpful, an assurance of my gratitude and appreciation for their work.”

President Truman then penned a note on a 3x5 yellow slip of paper and affixed it to the lower right edge of the letter with two-sided plastic tape: “Mr. Webb:- This proposition looks as if we should comply. Please talk to Cong Bates about it. HST”

James Reston reported in “The New York Times” on November 3, 1947, about the Marshall Plan, “to be known officially as the European Recovery Program. According to responsible officials, the main points of this program, which will go to the Bureau of the Budget Friday, may be listed as follows: 1. The Administration will ask Congress to cooperate with the sixteen Paris conference nations in attaining the production goals set out in the Paris report, but will not endorse the $22,440,000,000 total suggested at Paris as the probable cost of the program. 2. Instead, it will ask for authorization to work on the four-year plan and request an appropriation for one year. This one-year request is expected to add up, in one way or another, to between $6,000,000,000 and $7,000,000,000 and Congress will also be asked to authorize the treasury to make available, when necessary, $3,000,000,000 for a European stabilization fund…”

Republican Congressman George J. Bates of Massachusetts was a member of a committee of nine members of the House Appropriations and Armed Services Committees who returned to Washington on October 18, 1947, after a six-week study of European conditions. The group demanded immediate action on the Marshall Plan or a similar plan at the earliest possible time to prevent a complete downfall of Europe.

On June 5, 1947, in a speech at the Harvard commencement, Secretary of State George C. Marshall called for an American plan to help Europe recover from World War II. On June 19th, the British and French Foreign ministers issue a joint communiqué inviting 22 European nations to send representatives to Paris to draw up a cooperative recovery plan. On July 12th, the Conference of European Economic Cooperation, which became the Committee of European Economic Cooperation (CEEC), met in Paris. In September, the CEEC submitted its report estimating needs and the cost of the European Recovery Program (Marshall Plan) over four years. It provided for the establishment of the Organization for European Economic Cooperation to coordinate the program from the European side. On October 30, 1947, the Secretary of State and the Under Secretary of Stare met with President Truman at the White House.

James E. Webb served as Truman’s Director of the Bureau of the Budget from July 13, 1946 to January 27, 1949, and as his Under Secretary of State from January 28, 1949 to February 29, 1952. He was NASA Administrator from 1961-1968.
A Streetcar Named Desire

New York: New Directions, 1947. First edition. Fine/Fine. An exceptional copy of this theater and film highspot. A Fine copy in like dust jacket. Book with light dings to the crown and top corners, otherwise bright and appearing unread. In a sharp, unfaded dust jacket with minor browing at the top edge of the flaps, otherwise in exceptional condition. Housed in a custom clamshell case. Tennessee Williams' 1947 masterpiece, a Pulitzer Prize winning work that remains one of the great plays of the American theater. A Streetcar Named Desire follows Blanche DuBois as she moves to New Orleans to live with her sister, Stella, and Stella's husband Stanley. Like many of Williams' plays, some of the characters are thought to be inspired by members of Williams' own family. A Streetcar Named Desire originally premiered on Broadway on December 3rd 1949, starring Marlon Brando and Jessica Tandy and directed by Eliza Kazan. The London production involved such theatrical luminaries as Vivian Leigh and Laurence Olivier. Of course, the play would be adapted in a classic film version in 1951, which would win four Academy Awards including Best Actress, and was chosen as the Library of Congress as 'culturally, historically, or aesthetically significant.' "But Mr. Williams is entitled to his own independence. For he has not forgotten that human beings are the basic subject of art. Out of poetic imagination and ordinary compassion he has spun a poignant and luminous story." (Contemporary New York Times review) Fine in Fine dust jacket. Fine in Fine dust jacket.

To the often-asked question, 'How did you and Tennessee collaborate?' I can best answer that we did it by departing as little as possible from our nonworking pleasure in each other's company, in each other's sense of humor, improvising dialogue, viva voce, in that small room, laughing at our inventions, taking turns typing on my portable typewriter, and going down to the pool to swim."Slight bruise at head of spine, otherwise fine in very good, price-clipped dustwrapper a little darkened at spine and rubbed at edges. DI VORSHVANDENE VELT = THE VANISHED WORLD

New York: Forward Association(1947). Oblong 4to; 575 pages; First edition. Original Publisher's Cloth. Oblong 4to. 575, [7] pages. illus. 20 x 27 cm. In Yiddish and English throughout. A defining work on the lost Jewish communities of Europe. Others have come out in the last 2 decades, but this was the first (many, though by no means all, photos are by Vishniak) . Documenting Jewish life in Eastern Europe with over 600 photos (and text in English and Yiddish) , this work was an early post-war portrayal of these communities within the obvious context that they were gone forever, some with almost no trace of their thousand year histories remaining. Abramovitch himself was a refugee from this world--he was a leader of the Mensheviks in exile who worked at the Jewish Daily Forward and was also active in the Bund. Published as a memorial to these extinct communities, the book is bound in attractive heavy red linen with gilt spine and cover lettering in English and Yiddish, with a paper label (with a woodcut design) on the front. Bit of discoloration to covers, faint shadow from spine label, otherwise Very good condition. Excellent copy. (HOLO2-75-11A)
