Malthus [1], first two leaves trimmed 3mm shorter at foot; Malthus [3] bound without the terminal advertisement leaves. Contemporary ink autograph contents to the front free endpaper, and contemporary ownership inscriptions to the titles of four of the pamphlets, excluding the Observations, occasional pencil annotations. First editions of five contemporary pamphlets, including three Malthus first editions. The marginal concept of rent, an essential factor in the development of political economy, and one lacking from Adam Smith's Wealth of Nations, had first appeared as early as 1777 in James Anderson's Enquiry into the Nature of the Corn-laws. But it was not until the intense public debate over the Corn Laws at the end of the Napoleonic Wars that this advanced theory of rent was rediscovered and widely credited with its true significance. The Corn-Law debate intensified in 1814 with the publication of major Parliamentary committee reports. The background to this event was Napoleon's attempt to complete the isolation of England from the continent. To this end he sent a French army into the Iberian Peninsula to seize the coast of Portugal and occupy Spain. General Pierre Dupont de l'tang was charged with securing French control of the major cities in Spain. Dupont's 20,000 men had initial success, but as they penetrated deeper into Spain they faced increasing resistance. The diary offered here traces the route and experiences of Dupont's army to its furthest point of penetration in Spain: Cordoba. There, after a particularly bloody and cruel occupation, the army was forced to withdraw and was soon overwhelmed. Dupont surrendered his army at Bailen. Originally promised safe passage, most of the French were slaughtered immediately after their surrender. The start of the Peninsular War marks the commencement of the diary, written by H. de Montvaillant, an officer from Montpellier who was serving in the second Corps d'Observation of the Gironde, placed under the direction of General Dupont. A superb letter written by Elbridge Gerry to an unidentified recipient discussing his role as presiding officer of the Senate during his term as vice president, written just a few months before the end of his life. Gerry served as President Madison's vice president and staunchly supported Madison's aggression against the British in the War of 1812. The vice president's job, as stated in the Constitution, is to preside over the Senate; most holders of that office, however, had relinquished the post to a president pro tem. In a move that went entirely against tradition, Gerry refused to relinquish his position as presiding officer of the Senate after the close of the session, lest a peace advocate from Virginia take his place. Gerry's letter, which is entirely focused on his work as the presiding officer of the Senate, discusses the issue of "usages" - unwritten rules that governed the Senate in addition to the recorded rules. He was informed by the Senate that they would let him know, as needed, what these usages were and where they were applicable, a practice Gerry refers to near the end of the letter as "a mean snare to entangle the presiding officer." Some occasional spotting or foxing especially in vol. 4, upper joint of vol. 4 beginning to split at head, generally a very good set complete as issued. First edition of Dibdin’s great work. Loosely inserted at the front of vol. 1 is a manuscript note from Dibdin: “Subscription for copy of the Bibliotheca Spenceriana herewith sent £8.8. T.F. Dibdin Mar. 31.” 500 copies were printed according to the prospectus and most nineteenth-century sources, though A.N.L. Munby states that there were 550 copies; the prospectus states 50 copies on large-paper, but Dibdin (Bibliographical Decameron, vol.II, p.392) says: ‘There were only 55 copies struck off on Large Paper.’... Regular and large-paper copies collate and paginate identically. In vol.I, leaf M4, pp.87-88 occurs in two states, both usually found together, with and without the engraved facsimile of Polish type; the text of the bottom nine lines of p.87 is reset with the headline in a different type face; and there are minor changes in p.88. First edition, limited to 36 copies only; one of the great Dibdin rarities, here bound, ca. 1816, in one of the masterpieces by George Mullen of Dublin, Ireland's finest binder of the period, with his ticket. In this work we find Dibdin in the guise of bookseller. In October 1814 Dibdin managed to purchase for 500 guineas from the Dean and Chapter of Lincoln Cathedral six volumes containing 19 titles, mostly black-letter rarities, including four Caxtons. Within a month, Dibdin produced the present catalogue. Le colonel Malenfant fut propriétaire à Saint-Dominique et délégué du gouvernement français à Surinam. Il se battit avec les Républicains contre les Anglais et fut fait prisonnier en 1794. Libéré, chargé de mission auprès de Toussaint-Louverture par le Directoire, il s'opposa à l'expédition de 1802 et tomba en disgrâce. Il écrivit cet ouvrage pour dissuader le gouvernement de la première Restauration de se lancer dans une nouvelle expédition contre Haïti. Le chapitre VIII est intitulé « Des Noirs » parce que, dit-il, « je sais que rien n'affecte plus ces hommes que d'être appelés nègres par un blanc » ; le chapitre suivant est consacré à la Traite. Quant au chapitre XIII, il traite de Cayenne (qu'il connaît bien pour y avoir séjourné) et du Sénégal. Enfin, après avoir proposé l'émancipation des noirs au bout de 9 ans de servitude, il termine son traité par un « Code ou réglement de culture » en 57 articles.
