Titles in gilt on red leather spine with raised bands. Leather in beautiful condition, with only slightest rubbing at base of spine. Internally, very good, with red leather owner bookplate inside front cover with initials "WAR"; and with light scattered fox spotting. The first Letter is Thomas Paine's response to the Abbe Raynal's account of the American Revolution, in which Paine corrects the Abbe's misconceptions and distortions of the war. The second Letter concerns a defense of Paine's work "Rights of Man" in which he writes, "And it will hereafter be placed in the history of extraordinary things, that a pamphlet should be produced by an individual, unconnected with any sect or party, and not seeking to make any, and almost a stranger in the land, that should compleatly frighten a whole Government, and that in the midst of its most triumphant security. Such a circumstance cannot fail to prove, that either the pamphlet has irresistible powers, or the Government very extraordinary defects, or both. The nation exhibits no signs of fear at the Rights of Man; why then should the Government, unless the interest of the two are really opposite to each other, and the secret is beginning to be known?"         Act Governing the Western Territories

      1792 - UNITED STATES CONGRESS. An Act respecting the Government of the Territories of the United States North West and South of the River Ohio. Second Congress of the United States: At the First Session, begun and held at the City of Philadelphia, in the State of Pennsylvania, on Monday the twenty-fourth of October one thousand seven hundred and ninety-one. [Philadelphia: Printed by Childs and Swaine, 1792]. Folio, original broadside leaf measures 8 by 13 inches, printed on recto, uncut. $6000.First official printing of this crucial May 1792 Act reasserting America's governance of the Northwest Territory against renewed incursions of the British and the "spectre of Indian war," one of only 30 slip law copies issued. A rare association copy from the library of New England's leading senator, Stephen Row Bradley.This rare first printing of a signal congressional Act, approved into law by Washington on May 8, 1792, marks an especially critical period in America's early frontier history. "Throughout 1792 there had been reason to belief that the King's Canadian officials". [intended] to enlarge British influence over the Indians of the Northwest". Conditions north of the Ohio had become desperate in the past year. The ugly spectre of Indian war hung everywhere. The northwest frontier had been receding steadily for more than two years" (Freeman, 614-5). Passed five years after the Northwest Ordinance first established the Northwest Territory, and only two years after the Southwest Ordinance extended into territory south of the Ohio River, this 1792 Act reaffirms governance of the embattled regions, still largely ruled under a form of martial law. The Act permits the territorial governor and judges to repeal laws when needed and authorizes territorial judges to hold courts, while further addressing the territory's "limitation act" of December 1788. Printed beneath this Act is a second law, one that provides payment to the heirs of a Revolutionary War colonel who was mortally wounded in the Battle of Wabash. One of approximately 30 copies issued in a slip law printing by Childs & Swaine, who had relocated to Philadelphia with the government in the 1790s, and printed "folio slip laws for the Congress as they had in New York." Pursuant to a 1789 resolution of Congress, such slip laws were typically issued "with no title pages, index numbers". within ten days of passage of any law," and provided the President with two copies to be sent to the governor of each state (Powell, 99, 87). OCLC lists one copy. NAIP shows three copies: American Antiquarian Society, New York Public Library, and Rhode Island Historical Society. Evans 24902. This copy from the library of Stephen Row Bradley, the first United States Senator from the newly admitted state of Vermont. An influential supporter of Jefferson and Madison, Bradley was senator from 1791-1795, and again from 1801-1813.         A determined leader, George Washington lays the foundation for the duties of consuls and vice-consuls in our nation, as the United States begins to expand their foreign diplomatic relations

Three pages with an attractive heading on the first page, 8"" x 13"", published as an act on April 14, 1792. Proposed to the House of Representatives and the Senate to let the consuls in government have duties in port authority, as well as handling foreign debt. Very minor marginal wear, slight expected folds, else in very fine condition.As the first President of the United States, George Washington was concerned with the fledgling of his nation's role in the world. In this ""Act, concerning Consuls and Vice Consuls,"" Washington expressed how these government officials would exercise their duties to promote interests and citizens in foreign countries. Like Thomas Jefferson's circular to the sixteen consuls of the United States in 1790, Washington stressed the importance of these consuls holding port authority, stating ""That they shall have right in the ports or places to which they are or may be severally appointed of receiving the protests or declarations, which such captains, masters, crews, passengers and merchants, as are citizens of the United States may respectively choose to make there…"". In addition to the consul's primary role in port authority, they were also to be held responsible for collecting debts and transmitting the balance to the Treasury of the United States: ""…shall collect the debts due to the deceased in the country where he died, and pay the debts due from his estate as shall be of a perishable nature…and the balance of the estate they shall transmit to the treasury of the United States."" The act was immediately approved by Speaker of the House, Jonathan Trumbull, as well as the Vice President, John Adams. "

Contemporary full speckled tan sheep, with five bands stamped to the spine in gilt, a contrasting red title label, lettered in gilt, board edges decorated in gilt, printed on laid paper. Very good, sturdy spine but with cords visible inside the covers, rubbing to the edges and spine compartments, spine head with small burn mark, some light toning and scattered marginalia to the pages, a hint of spotting to the fore edge and a few pages, otherwise clean interior. Overall, an attractive copy of this early American imprint of an important medical work. First published in Latin in 1783, Synopsis and Nosology is a "history or description of diseases, arranged in systematic order" by esteemed Scottish physician and professor William Cullen. Specifically, this text outlines Cullen's influential classification of diseases, which he based on observable symptoms of disease that are useful for purposes of diagnosis. Notably, Cullen arranged diseases into four major divisions: pyrexiae (febrile diseases), neuroses (nervous diseases), cachexiae (diseases related to poor bodily habits), and locales (local diseases)..       Philadelphia: Joseph Crukshank, 1792. xx, 256 pp. “This was one of the most popular of all shipwreck narratives, partly because of the happy ending, of the adventure and partly because of the detailed descriptions of the Pelew Islands’ natural features and society... Wilson exercised excellent control over his men, dealt smoothly with the natives... The crew set to work to build a schooner from native lumber, while some of their members fought for their hosts in native wars...”— Huntress 107C. When they returned to England they took one of the Pelew Islanders, Prince Lee Boo, with them. He was a celebrity but unfortunately died of smallpox. This is the third American edition. Evans 24441. Hill 911. As noted above, this was a very popular and oft reprinted work. However American editions of these early British and European Pacific voyages are something of a novelty. [Nissen 2725/2726; Horn-Schenkling 14665]Thomas Martyn (fl. 1779–1811) was a natural history illustrator and pamphleteer, said to be a native of Coventry, Warwickshire (Nichols, 8.432). Martyn developed a talent for coloured depictions of insects and shells. He purchased shells brought back from Cook's third voyage, and produced his splendid 'Universal Conchologist' (1784-7), the greatest of all books on shells. Turning to insects, Martyn produced his 'English Entomologist' (1792), followed by 'Aranei, or, A Natural History of Spiders' (1793), a quarto in two parts. It included much of Eleazar Albin's well-known work on English spiders, Martyn having purchased Albin's drawings at the sale of the dowager duchess of Portland's museum. 'Psyche: Figures of Non-Lepidopterous Insects' (1797) was probably produced privately and only about ten sets of its thirty-two stipple engravings are known to have been published. His only venture into botany, 'Figures of Plants' (1795), consisted of forty-three coloured plates without text or captions. Since Martyn's illustrations were hand-coloured he needed the assistance of professional artists, but, finding that miniaturists were unwilling to interrupt their normal work to paint shells and insects, he decided to recruit his own workforce and train boys to paint in a uniform style. His first boy joined him about 1779; others followed, and eventually he had ten young men at work in his ‘academy’ at 10 Great Marlborough Street, Westminster.(ODNB).         Donna dell'Isola di Procida Nel Regno di Napoli

      1792. Scena di costume popolare tratta dal raro "Raccolta di Varie vestiture che costumano nell Città, Terre e Paesi in Provincie diverse del Regno di Napoli" edito a Napoli da Nicola Gervasi e Vincenzo Talani nel 1793. L'opera è composta da 60 tavole, incise in rame e finemente colorate a mano, tratte da disegni di Alessando e Olivo d'Anna, incisi da Secondo Bianchi, Antonio Zaballi e Giuseppe Morghen. Le opere circolarono prima sciolte a Roma, dove furono incise, nel 1791/2. Successivamente, 1793, furono concessi agli editori Gervasi e Talani, i diritti per la pubblicazione. Tuttavia, siccome venivano poste in commercio opere non provenienti dalla Real Fabbrica, nel 1795 fu stabilito un monopolio che poibiva la vendita di immagini di costumi popolari. Son of engraver and print publisher Robert Pollard, James Pollard worked in the family business but was trained in painting, and was most active in the 1820s and 1830s, painting coaching scenes and racing pictures. He collaborated with John Hering on the celebrated The Doncaster Great St Leger series (1839). Pollard was "generally too busy to pay much attention to exhibiting; his works were shown on just three occasions at the Royal Academy between 1821 and 1839, and three times at the British Institution between 1824 and 1844" (ODNB). Law authorizing negotiation with the United States minister to obtain food and construction materials in the amount of 4,000,000 livres, to be paid by the French Treasury but to be reimbursed by taxes on the colony. The money was much needed as the loan decree, dated 26 Juin 1792, came in the midst of unparalleled upheaval in Haiti. The revolution of the year before, with its "horrible carnage" had now given way "to strategic military operations, tactical maneuvers and new political alliances as the slaves gain territory and stabilize their positions. They raid plantations for military equipment, loot the whites' forces after they are repelled, and trade with the Spanish for weaponry" (Kona Shen, History of Haiti, The Revolution Builds, Brown University. library.brown.edu/haitihistory/6.html). Toussaint Louverture is a rising star, Civil Commissions arrive from France, free blacks and mulattos in Saint-Domingue are granted equal political rights, Spain declares war on England and France, and battle ensues for control of Haiti. The U.S. is concerned with conditions on the island and in fact Jefferson writes of his concern to the Marquis de Lafayette (16 June 1792). Rare. OCLC, BN France, and other European Libraries locate no copies of this issue (No. 1412, with additional text concerning the Departement de la Meurthe).         Discours prononcé à l'Assemblée Nationale par le ministre de la marine le 2 janvier 1792.

      A Paris, de l'Imprimerie Royale, 1792. 1792 1 vol. in-4° (250 x 195 mm.) de : 20, 22 pp. Demi-maroquin rouge à la bradel, dos lisse titré en lettres dorées, et orné de bonnets phrygiens, plats recouverts de papier marbré. (Reliure postérieure). Rare édition de ce discours de justification de Bertrand de Molleville prononcé deux mois avant la fin de son ministère. Antoine François Bertrand de Moleville (1744-1818) fut ministre de la Marine et des Colonies de Louis XVI du 7 octobre 1791 au 16 mars 1792. Son ministère fut controversé dès le début, et il fait l'objet de dénonciations du Conseil Général du Finistère (décembre 1791), puis du Comité de la Marine et des Colonies. Ces accusations portent essentiellement sur les congés accordés aux officiers de marine nobles, dont le seul but serait de quitter la France. Le ministre justifie donc de tous ces congés et affirme que son intention était de : « ramener des hommes égarés, en leur laissant le temps de reconnaître leur erreur, de rentrer dans le sein de leur patrie, & de venir remplir leurs devoirs de citoyens & de militaires. » Le discours ne porte pas l'effet escompté, et l'Assemblée dénonce par décret Bertrand-Molleville au roi qui ne tient pas compte de cet avertissement. Le discours du ministre est suivi des sept pièces justificatives contenant les accusations portées contre lui. De nombreux passages ont été soulignés à l'encre brune. Interesting copy of a valuable mineralogical work with 7 extra plates.

Selway.Son of engraver and print publisher Robert Pollard, James Pollard worked in the family business but was trained in painting, and was most active in the 1820s and 1830s, painting coaching scenes and racing pictures. He collaborated with John Hering on the celebrated The Doncaster Great St Leger series (1839). Pollard was "generally too busy to pay much attention to exhibiting; his works were shown on just three occasions at the Royal Academy between 1821 and 1839, and three times at the British Institution between 1824 and 1844" (ODNB). Sparrow writes that Pollard "had courage and a surprising amount of enterprise" (234). Cf. Stipple-engraved frontispiece portrait of Bligh and seven other engraved plates, five of which are folding, as called for. Bligh's original and authoritative account of the mutiny aboard the H.M.S. Bounty, an infamous, though widely popularized to this day. A truly superb copy, with only one repair to the joints of a folding plate. Contemporary boards well rubbed, corners and sides rubbed,as usually found. Clean and bright with almost no browntoning or staining. A lasting rarity

According to Margaret Hills, "The ruby type of this edition is said to have been set up in Scotland and imported [by Hugh Gaine] in page form, ready for printing. The type was apparently kept standing." It is said that Isaiah Thomas bought five hundred copies of this Bible in sheets, due to the delay in the completion of his school edition of the Bible. Provenance: Timothy Hall's family bible ca. 1800). Later in the Howell Bible Collection, Pacific School of Religion (properly released). Evidence of Readership (or Something else ? Engagement?): Former owners and their children have filled the blank endpapers with names and scribbles in pencil and ink; the New Testament title-page verso and an endpaper record important family dates, such as Timothy Hall's marriage to Elizabeth Morgan and Harry Harmon Hall's birth in 1801, while endpapers and blank sections of the Bible have provided scribble space and handwriting practice for Harry and a presumably different Timothy. => All of this endearing, none of it off-putting. 18th-century calf, spine with raised bands; well-rubbed with leather crackled and loss at spine extremities, especially to top compartment. Ex-library as above, light pencilling on t.-p., pencilled call number and accession number on title-page verso; family penmanship and genealogical contributions as noted.
