Peter the Great (1672-1725)
St. Petersburg, May 4, 1720. Single folio leaf of laid paper with watermark and woodcut printer's device at the bottom (unresized, ca. 49 x 36 cm). Old crease marks; nicks and small tears along folds and edges; old moisture stains. This imperial decree (or ukase) was issued as an installment in Peter the Great’s long-running campaign to create efficiency in Russia’s bureaucratic governance. In particular, this decree directly recalls Peter’s attempts to streamline the unwieldly legal system of early modern Russia by putting into place systematic protocols for dealing with dissenting opinions in the judiciary. Such instances were apparently often referred to the body of one of Peter’s other great innovations, the Imperial Senate (a body which, as scholars like LeDonne and Vernandsky would later point out, suffered from a cardinal lack of direction from the Tsar, and was thus less than wholly effective). The great reformations of the Russian bureaucratic (and literary) idiom were still decades in the future and the language of this document reflects the florid chancery idiom of the late Tsardom of Muscovy, which was on the verge of growing into the Russian Empire (1721). A superb example of the reform spirit of Peter the Great’s administration and a substantial, and sometimes quite humorous, exemplar of the multi-faceted administrative reformations that made Peter the Great the wonder of his age. Ukases of the Petrine period were printed in small number and meant for distribution throughout Muscovy, and are thus scarce. This particular one is not … [Click Below for Full Description]

BURCHETT, Josiah
London: J. Walthoe, 1720. Small folio, engraved allegorical frontispiece, engraved portrait and nine engraved maps (some double-page and some folding) by Herman Moll, some of the maps lightly browned on account of different paper stock; title in red and black; a fine, clean and crisp copy in contemporary panelled calf, a little rubbed, spine almost invisibly repaired. First general naval history. A very handsome copy of the first general naval history published in the English language, with maps by the famous cartographer Hermann Moll, the engraver and cartographer who moved to England in 1678. Josiah Burchett (1666?-1746) worked for Samuel Pepys, until the two men fell out, after which he came under the patronage of Lord Admiral Edward Russell, serving on his flagship the 100-gun HMS Britannia at the battle of Barfleur in 1692. Burchett returned to a career in Parliament, and became Secretary to the Admiralty, a position he held for almost fifty years until he retired at the age of 76. By virtue of his position Burchett had access to the official reports of the Admiralty, which led him to first publish his Memoirs of Transactions at Sea during the War with France in 1703. It was not until 1720 that he published this greatly expanded work, a key source for naval historians and one of the classics of its age. Burchett surveys the history of shipping from its origins of navigation and the developments of the Egyptians, Phoenicians and Syrians, and continues right through to the most recent battles and engagements.
