Dated August 29, this new proclamation of the Governor of St. Domingo discusses the reasons which led him to dissolve the Assembly of Saint Marc, on the night of July 30 and 29, 1790, and encourages the election of a new assembly. To accomplish this, the parishes are invited to nominate new representatives, in accordance with the decree of the National Assembly on March 8, 1790, and the instruction of the previous March 28th. In 1790, the colony of St. Domingue was on the brink of revolution and independence. Rare, with only four copies located in OCLC, at New York Public Library, Columbia University, University of North Carolina, and the Bibliotheque Nationale.
