Science: The Endless Frontier. A Report to the President.

Overview Details & Condition First edition, first impression of this rare and highly significant report on the trajectory for US scientific research and investment in the post-war world. At the outbreak of the Second World War in 1939, Vannevar Bush was the vice president of MIT and dean of its School of Engineering, as well as a member of the National Academy of Sciences. He realised that technology would determine the final outcome of the conflict, and, together with other administrators, urged President Roosevelt to establish a national organisation for science and engineering. The Office of Scientific Research and Development was established in 1942 with Bush as director, a role that has often been described as the first Presidential science adviser. It was this organisation, and in particular Bush's exceptional leadership and political intuition, that made US wartime science so successful. The OSRD's most important innovation was administrative. "Instead of building large government laboratories, contracts were made with universities and industrial laboratories for research appropriate to their capabilities" (Wiesner, Jerome B. National Academy of Sciences Biography of Vannevar Bush, 1979, p. 97).Today Bush is often remembered for developing the Manhattan Project, but the OSRD also led advances in radar, ballistics, computing, and the large-scale production of penicillin. "Long before the war was over, Bush began to devote thought to how the momentum of research could be sustained, with new peacetime goals. In a letter, President Roosevelt asked him to make recommendations on government policies for combating disease, supporting research, developing scientific talent, and diffusing scientific information. Bush, on the basis of studies made by four committees which he organized, responded with a report titled Science - The Endless Frontier, which provided a blueprint for far-reaching federal policies" (Wiesner, p. 99) Among the issues Bush addressed in this publication were the roles of government, industry, and higher education in scientific progress; how to preserve the freedom of scientific inquiry from government intrusion; the relationship between basic research and economic and military security; how to fund research programs; improving the quality of education and removing barriers to entry, particularly for returning G.I.s; and recruiting and retaining scientific personnel. Science: The Endless Frontier became the blueprint for scientific progress in America during the second half of the twentieth century, and many of its recommendations were incorporated into official policy. Most significant was the establishment of the National Science Foundation, the first federal agency tasked with investing in scientific research, not with a particular goal in mind but to seed fundamental discoveries and innovations. The massive growth in university science departments and graduate programs during the 1950s and 60s was a direct result of Bush' recommendation to fund research at these institutions, and contributed to US leadership in physics, medical technology, and computing. First editions of this key work are scarce on the market. Washington D. D.: Government Printing Office, July 1945. Octavo. Original blue wrappers printed in black. Wrappers rubbed and slightly creased and toned at the extremities, slight wear at the spine ends, spot to lower edge of cover, small spot affecting lower corner of the first third of the text. A very good copy.

Peligros de una Inmigracion en Masa

1939. (JUDAICA) (ANTI-SEMITISM) MEXICO. Mexico: March 9 and March 22, 1939. Together, two volumes. Typescript carbons (8-1/2 by 11 inches), stapled in original wrappers; pp. (1), 39; (1), 7. $3000.Two rare 1939 internal memos by the Mexican government, entitled “The Dangers of Mass Immigration,” explaining the reasons for rejecting the United States’ suggestion that Mexico accept Jewish refugees into the southern part of the country. The reports, dated March 9 and 22, 1939, explain the reasons for the vote against the proposition presented on February 24, 1939. The rejection of the proposal was deeply rooted in anti-Semitism, and numerous political, legal, economic, and cultural reasons are listed. The United States is perceived as attempting to bully Mexico into accepting a “humiliating” proposal, and the Jewish immigrants are seen as capable of taking over the republic of the southeast (Yucatan, Campeche, and Quintana Roo) by virtue of their cultural superiority and alleged “world hegemony,” with a parallel drawn to the loss of California and Texas to a foreign, unassimilated population. Another reason noted is that acceptance of such a number of immigrants would violate Mexican law and subordinate Mexican foreign policy to that of the United States; the question is raised as to why the United States does not accept large numbers of immigrants in contravention of its own immigration laws. Numerous irrational and anti-Semitic fears are expressed: the Jews would dominate and “enslave” the indigenous population by means of trade and other methods; ownership of the World Press would allow the Jews to unduly influence foreign and domestic opinions; and the ships used to transport the immigrants would be used for smuggling. “After World War I, Jewish immigration from Eastern Europe began again and at an increased rate. But during the first years most of the immigrants used Mexico only as a stopping place on their way to the United States. As of 1924, however, most immigrants were barred from continuing on to the U. S. by that country’s restrictive immigration legislation and were compelled to remain in Mexico under difficult conditions. The new immigrants settled in every part of the country, and prospered… The number of obstacles to Jewish immigration increased during the 1930s and culminated in the 1937 Constitution which established the principle of immigration by quota. Within this framework, Poland and Rumania, for example, countries where Jewish emigration was high, were restricted to 100 entry visas a year. Thus only a limited number of Jews persecuted in Europe succeeded in entering Mexico… Supported by the Mexican Fascists, Las Camisas Doradas, and the German embassy, anti-Semitism increased during the early years of World War II. Only with Mexico’s entry into the war against the Axis powers in May 1942, was anti-Semitism subdued” (Encyclopedia Judaica XI: 1456-7). Fine condition. Rare and historically most important.

Paris, Claude Simon for François Didot, 1744. 2 volumes. 12mo. With two folding engraved maps by F. Desbruslins after Jacques-Nicolas Bellin, showing the American Atlantic coast and the route of the journey. Contemporary mottled calf, richly gold-tooled spine.

Alden & Landis 744/180; Gove, The imaginary voyage, pp. 310-311; Sabin 65412. First edition of a fictional account of travels through Africa, Asia and the Americas. It describes the travels of its supposed author, an English mariner called Robert Lade, in his quest for profit and adventure. Along the way, Lade meets several nonfictional mariners and the book even contains a pastiche of the story of Alexander Selkirk, claiming he was actually called Selcrag. Its authentic effect is enhanced by a pair of maps by the eminent cartographer Bellin and several lists and tables, including the exchange rate for beaver pelts in the Hudson Bay, a vocabulary of native words, and multiple pages with the geographic coordinates of all the remarkable places on the west coast of the Americas. It is presented as a translation from the English done by the eminent translator Prévost. It was considered an authoritative source for two centuries, with Buffon, d'Alembert and Jules Verne all quoting from the book, until it was proved to be a pastiche in 1939.Despite Robert Lade being a fictional character, Prévost wrote a reliable travel account based on numerous genuine sources. Since the story involves Lade's son in the founding of the new American colony of Georgia, the book gives an extensive account of the early years of that colony. Sections describing the arrival in Georgia and explorations near the Hudson Bay where probably taken from the writing of James Oglethorpe, the colony's founder. With contemporary owners' inscriptions. Binding rubbed at the extremities and at the head of the spine. Volume 1 with a small tear in the map and several spots throughout, volume 2 with a small piece missing at the foot of the front flyleaves and some foxing on the final 4 pages; overall good copies.

Description des plantes nouvelles et peu connues, cultivées dans le jardin de J.M. Cels.Paris, Crapelet, an VIII[-X] [= 1800-1803]. 4to (32.5 x 25 cm). With 100 engraved plates of plants, including 60 after drawings by Pierre-Joseph Redouté. Contemporary dark blue half sheepskin, gold-tooled spine.

Nissen BBI, 2048; Cat. Redoutéana 7; Stearn,"Ventenat's 'Description des plantes de J. M. Cels,' 'Jardin de la Malmaison,' and 'Choix des plantes'", in: Journal of the Society for the Bibliography of Natural History I (1939), pp. 199-201. Beautifully illustrated catalogue of "new and little known plants" from the garden of Jacques Philippe Martin Cels in Paris. Originally published in ten instalments between 1800 and 1803, the book presents 100 rare species from Cels's garden, most of them illustrated by Pierre-Joseph Redouté and his brother Henri-Joseph. Cels operated a commercial nursery in Montrouge, just south of Paris, where he collected and sold numerous rare species. Among the species in his garden and reproduced in the catalogue were exotics from North America, Africa, the Near East and the Pacific. Many of the species described in the catalogue originated from the Middle East, including one discovered during Napoleon Bonaparte's Egyptian expedition.Among the 100 plants, are ten species from Australia, all wintering in the greenhouse, including types of Mimosa, Goodenia, Bassiaea, Casuarina, Metrosideros, Embothrium and Melaleuca. Seven of these were drawn by Redouté and this publication gave five their first scientific notice. The wars between Britain and France following the French Revolution of 1789, had made Australian species very rare on the European continent. The Australian species in the Description des plantes were nevertheless acquired after 1792, with Cels's garden subsequently being an important source for other botanical gardens on the continent.Jacques Philippe Martin Cels had originally been a tax collector at the Paris barriers. With the French Revolution leaving him out of trade, he converted his hobby garden into one of the foremost commercial nurseries in Europe, providing numerous species for, among others, the Empress Josephine's garden at Malmaison.Binding worn at the extremities and spine damaged; a small hole at the spine with a larger hole visible from plate 91 onwards. With a few stains throughout, a water stain in the gutter margin of the first half of the book and a larger one at the head of the gutter margin of the last third of the book; some minor damage to several of the tissues with the tissue for plate 79 lacking. Still a very good and attractive copy with the plates in crisp impressions and printed on heavy paper.

Rare edition of a well-known and much reprinted life of François Xavier (1506-1552) by Dominique Bouhours (1628-1702), a French Jesuit priest, essayist and neo-classical critic best known to English readers for his lives of Ignatius of Loyola (Paris, 1679), and the present François Xavier (Paris, 1682).
