        Original Art: Weeping Dachshunds

1920. Original art. Watercolor. Approximately 16" x 15.5". Framed and glazed. Signed lower right: "Tony Sarg 20." Very slightly faded, but still a near fine, interesting and amusing watercolor of a pair of weeping wiener dogs. Sarg, born in Guatemala, and trained in Germany, married an American and moved to England. With the advent of World War One he moved to New York where he did illustrations for The Saturday Evening Post. He was probably best known as a children's book illustrator who specialized in quirky animal figures, but he was also responsible for reviving the popularity of the marionette theater in America. For a period in the 1930s, until his death in 1942, he designed the animated Christmas displays in the windows of Macy's, and designed the first hot-air balloons for the Macy's Thanksgiving Day parade. A pleasing little painting. .

Chtenie odna iz obyazannostei cheloveka (Reading is one of a Person's Duties)"

Gosudarstvennoe Izdatel'stvo Petrograd: Gosudarstvennoe Izdatel'stvo, (1920). Framed poster measuring 19 inches by 26 inches. This two-color lithograph was printed in Petrograd (now St. Petersburg) by the Petrograd State Publishing House and shows a man and a woman reading books while a hammer rests against the man's leg and more books lay in a pile at their feet. The accompanying text declares, in Cyrillic, "Reading is one of a Person's Duties." Starting in 1919, the Soviet government began a campaign to eradicate illiteracy by mandating compulsory education for children and enrolling illiterate adults in special literacy schools. Part of this new policy included issuing propagandistic posters linking literacy to one's duty as a Communist and positioning knowledge as the key to greater production. This poster, showing the tools of production next to books, was in close alignment with this new campaign. Writing in pencil and ink to upper margin of poster, otherwise fine in wooden frame measuring 23 1/2 by 30 inches.

Vom Wesen und Wert der Demokratie.

Tübingen, 1920. 8vo. Cont. blue half cloth w. a bit of wear to spine and loss of gilt lettering. Internally fine. 38, (1, -advertisement) pp.. First edition, off-print, of Kelsen's book on democracy, which not only provides invaluable insight into the conception of political morality that underpins the most important legal theory of the 20th century, but which also constitutes a significant contribution to the literature on democracy as well as a fascinating contribution to the reception of democracy in modern legal and political thought. Kelsen wrote the book in the aftermath of the First World War which had brought about the advent of mass democracy in many European countries. The book is thus one of the first attempts to come to terms with this new form of organizing and exercising social power. The theory of democracy which Kelsen articulates must be understood in the light of the 19th century German theory of state. At the same time, Kelsen stands apart from this tradition by being the first to recognize that, within a democracy, the parliament is the essential political forum, whereas earlier theory of state had defined the parliament as on organ of state, not of the people, hence stripping it of political significance. The willingness with which Kelsen embraced democracy is intimately connected to his famous pure theory of law. The ethics of democracy - which Kelsen shall describe as "political relativism" - is central to his affirmation of the independence of law from political power. The book is thus an indispensable analytical tool for anyone interested in understanding the interaction of law and power in modern society
