Document - Act to Encourage Immigration to Guyana from China - Chinese Females

British Guiana, 1859. Georgetown, Demerara, British Guiana, 4 February 1859. "An Ordinance Further to Encourage Immigration from China" which deals specifically with the immigration of Chinese females Original Act from the colonial Court of Policy issued and signed in the original by Sir Philip Edmond Wodehouse, Governor and Commander in Chief of British Guiana, and also by William Walker, Secretary for Wodehouse, and former Governor of the colony. Tall 8vo. 2 pages, one double-leaf, blue watermarked paper made by E. Towgood in 1858 and measuring approximately 19,5 x 31 cm, printed at the 'Colonist' Office. With official paper seal and two original signatures. Very good condition, crisp and bright. Rare. Sir Philip Edmond Wodehouse GCSI KCB (1811-1887) was a British colonial administrator, serving as superintendent of British Honduras from 1851 to 1854, and ruling the colony as Governor of British Guiana from 1854 to 1861. His administration is largely remembered by two enormous negro riots, the second being in response to the highly unpopular imposition of a Registration Tax, often referred to as a Head-Tax, which was instituted in 1856. The second riot was on 25 July 1857, the governor and his retinue being attacked and pelted by a large mob of negroes, and several persons injured. Vice-Admiral William Walker, was twice Lieutenant Governor and Commander in Chief of the Colony of British Guiana, from 1848-1849 and from 1853-1854. He entered British Colonial Service in 1836, becoming Lieutenant Governor and Government Secretary of British Guiana in 1847. He also served as Acting Governor in 1857 and in 1861, during the tenure of Lieutenant Governor Sir Philip Edmond Wodehouse, most likely when the latter took leave for rest or recovery from attacks by civilians opposing his tax laws. In 1867 he was part of a committee preparing for British Guiana's participation in the Universal Exhibition held in Paris. With this signed Second Opium War legislation document, British Guiana's colonial governor Philip Wodehouse provided incentive for plantation owners to draw in Chinese women, and effectively acknowledged the futility of the contentious Head Tax. The detested head tax imposed on British Guiana planters was still in effect when the present Ordinance was instituted. Designed to encourage planters to immigrate Chinese women specifically, as indentured labourers or simply as residents for a more balanced Chinese community, and essentially eliminating the problematic effects of said taxing policy, this ordinance in fact waived the head tax under certain conditions. Wodehouse was a coffee planter himself, and thus intimately acquainted with the subject of supplying labour for plantations. It is no surprise then, that he acted swiftly to recreate enticing emigration policies. The Governor was an instrumental party in the experimentation of emigrating Chinese labourers to British Guiana at the expense of the planters, and continuously promoted immigration. [Colony of British Guiana Head Tax: In 1856, purportedly to recover costs of damages done by the Portuguese Riots of 1856, a Registration Tax was imposed, known more commonly as the Head-Tax, being $2 per man and $1 per woman. Persons under the age of sixteen were exempt. Plantation administrators and indentured workers were both required to register, so that no one failed to be counted. Estate managers were permitted to deduct the wages of new immigrants to a maximum of 32 cents per month, thus fostering resentment in the workers. The plan was most ineffective; funds largely being applied to costs created by the process itself, including salaries for the collectors and registrars, travel and administrative costs, etc. The District Registrar was the collector of Head money. In 1894 the Head-Tax would finally be abolished.] Immediately following this Act, the first Chinese women were transported to British Guiana. On 24 December 1859 the clipper ship 'Whirlwind' sailed from Hong Kong with 304 men and 33 women, of which 7 were boys under the age of 15 years, and 4 were girls under 13 years of age. The voyage lasted 78 days, arriving at Georgetown late in the afternoon of 11 March 1860. Not a single death occurred. Thus, the first Chinese women and girls landed in Georgetown seven years after the arrival of the first Chinese men and boys. At the close of the year five more ships departed from Hong Kong and Canton for British Guiana, landing 1966 men and 331 women, including 53 boys, 26 girls and 18 infants. In succeeding years, ships continued to sail from the ports of Hong Kong, Canton, Amoy, Swatow, and Whampoa with Chinese immigrants who included a disproportionate amount of women. The 'Dartmouth' which made the final voyage, sponsored by Hyde, Hodge & Co., started from Hong Kong on 24 December 1878 and after 81 days arrived in Georgetown with 515 passengers. The document further represents a significant change in China's emigration policy, for the first time disregarding traditions and prejudices that kept women planted firmly at home to produce male progeny. Without the introduction of females, long-standing Chinese communities would not have been established in British overseas colonies and the search for labour sources would have been perpetual. [China's emigration policy concerning women: Chinese women were traditionally and strictly forbidden from emigrating elsewhere, even in the case when their husband did so. The female's primary and sacred function was to produce male offspring, and to rule the home, her role and obligation so bound up with the extended family or clan, that she seldom left her own village. In part owing to the large number of women becoming destitute widows during the 1850s clan feuds, in 1858, authorities in the provinces of Kwangtung and Kwangsi, both served by the city of Canton, began to encourage people to migrate, women included. This enabled British recruiting agents to finally contract female labourers. The widows were often chosen as 'wives' by the men going overseas, the latter being granted a $20 bonus for having a wife accompany them. Entire families were also emigrated.] Excerpts from the document: "Whereas it is expedient to extend and also to amend the provisions of the Ordinance No. 17, of the year 1858, intituled, An Ordinance to Encourage Immigration from China..." "... it was resolved... That in the event of its being found possible to procure the immigration to this Colony of female Chinese immigrants, this Court pledges itself to defray the cost of their introduction..." "Her Majesty's Government may direct... such proportions of females as to them may appear proper... placed on board every vessel leaving China or Hong Kong for this Colony with Chinese labourers... a number of females, proportioned to the number of labourers to be introduced during such season, shall be shipped... the Governor shall not direct the payment of the passage unless the master of the vessel claiming the same, shall produce a certificate from the Emigration." "The Governor may direct payment to be made... of a portion of the passage money of any Chinese females introduced into this Colony, at the rate of Fifty Dollars for each adult." "No Chinese female shall be compelled to labour on the plantation to which she may be allotted... every contract to be made with any such Chinese female... may be renewed for a period not exceeding three years..." "Schedule:... Chinese Female... shall reside on such plantation in British Guiana... for a term of five years... the Proprietor of the plantation... shall supply ... free of cost... suitable lodging... medicines, nourishment, and medical attendance..." End excerpts. With the Second Opium War (1856-1860) the British Empire sought to legalize the opium trade, to expand and regulate the coolie trade, to open all of China to British merchants, to exempt foreign imports from internal transit duties, and to suppress piracy. France joined Britain in the war while Russia supported the final campaign, port treaties, and so forth. At the conclusion of the war, the Convention of Beijing indeed caused the opium trade to be legalized, the Chinese government levying a small import tax on opium. The agreement also facilitated easier access to China with the opening of five treaty ports, and, for the first time, foreign merchants were also permitted access to the vast hinterland of China beyond the coast. By this time, opium imports to China had reached 50,000 to 60,000 chests a year, which would continue to increase for the next three decades. British Guiana was the name of the British colony on the northern coast of South America, now the independent nation of Guyana. The area was originally settled by the Dutch as the colonies of Berbice, Demerara, and Essequibo, then captured by the British in 1796 and officially ceded in 1814, and consolidated into a single colony in 1831. Slavery had been abolished in Great Britain in 1834, on paper at least. The Chinese community has played an important role in British Guiana since 1853. Nearly fourteen thousand (14,000) Chinese arrived in British Guiana between 1853 and 1879 on 39 vessels from Hong Kong to fill the labor shortage on the sugar plantations engendered by the abolition of slavery. Leaving their homeland under indentured labor contracts, in the early years, many were "the offscourings of Canton - gaol-birds, loafers and vagabonds," who swiftly deserted the plantations and took to bootlegging, burglary and robbery and kept brothels and gambling houses. Eighty-five percent of these immigrants were men, and most returned to China or emigrated to other parts of the Guianas and the Caribbean after completing or escaping their indentures. Those who remained soon turned to trade, competing effectively with the Portuguese and East Indians, who had also entered as indentured laborers, in the retail sector. Look-Lai reports important Chinese import and wholesale traders by the 1880s and that the 1890s saw Chinese "druggists, butchers, hucksters, cart and boat cab owners, barbers, laundrymen and legal sellers of opium and ganja (marijuana)" and holding fifty percent of food shop licenses and ninety percent of liquor licenses. By the end of the 19th century, the Chinese had transcended their early reputation for criminality and come to be regarded as worthy, law-abiding, industrious citizens. The Governor of British Guiana was the Crown representative in British Guiana. The office existed from 1831 when the colonies of Demerara-Essequibo and Berbice united as British Guiana until 1966 when Guyana attained independence. The Court of Policy of Guiana in South America was a legislative body established in 1732 by Dutch authorities, which continued, with some administrative changes when the region came under British rule, until 1928. For most of its existence it formed the Combined Court together with the six Financial Representatives. The Court of Policy and the courts of justice, controlled by the plantation owners, constituted the center of power in British Guiana. The colonists who sat on the Court of Policy and the courts of justice were appointed by the governor from a list of nominees submitted by two electoral colleges. In turn, the seven members of each College of Electors were elected for life by those planters possessing twenty-five or more slaves. Raising and disbursing revenue was the responsibility of the Combined Court, which included members of the Court of Policy and six additional financial representatives appointed by the College of Electors. In 1855 the Combined Court also assumed responsibility for setting the salaries of all government officials. Finally, in the late 1880s, pressure from the new Afro-Guyanese middle class for constitutional reform was increasing. . Very Good.

        Eigenh. Brief mit U. Meiningen, 29. I. 1859.

1859. 2 SS. 4to.

Our Nig; or, Sketches from the Life of a Free Black, in a Two-Story White House, North. Showing that Slavery's Shadows Fall even There. By "Our Nig."

Boston: Printed by Geo. C. Rand & Avery, 1859. 1st Edition. Hardcover. Good. [4], 1, [6]-140p. Original brown cloth. 19cm. Neatly recased, with original endpapers preserved. Ends of backstrip strengthened. Gilt title and printer's device faint but still visible on backstrip. Dime-sized area of discoloration on back cover. Former owner's name in pencil on endpaper. Title-leaf and a few succeeding leaves have been invisibly re-attached along inner margin. Good-sized but not terribly dark triangular waterstain on lower portion of inner half of contents. A few other smaller stains, and moderate foxing and browning on text pages. Now protected in a modern leather-backed clamshell box. Our Nig is a rare book in commerce although copies are held by several American institutions. Copies appear to have been published in cloth and in wrappers. The fictionalized tale based on her life that Wilson tells is sad and compelling, reflecting the realities of life for African American women even when living in the North (Massachusetts and New Hampshire in her case). Research by Professor Henry Louis Gates and others in the 1980s led to this book being regarded as the first novel by an African American woman. While no author's name appears on the title-page, Harriet E. Wilson is listed as the copyright holder. Gates established that the book, including the three testimonials at the end, is full of events paralleling events in the life of a real-life African American woman named Harriet E. Wilson whom he identified through census and other records. There is no record of her ever having written any other published work.

1859. 3 SS. auf Doppelblatt. 8vo.

1859. 2 vols. 12mo. XXXIV, (2), 492 pp. (4), 484 pp. With 2 folding maps. Contemp. marbled red half calf with giltstamped title to spine. Marbled endpapers. First edition. - The French traveller L. du Couret (1812-67) is said to have made his first journey to the East in 1836, joining the Egyptian army in Syria and visiting Nubia, Senner, Kordofan, and Darfur. He states that he embraced Islam and made the pilgrimage to Mecca. He remains a dubious character, and some critics have even doubted his existence, attributing his works to the imagination of Alexandre Dumas père, author of the "Three Musketeers", who at least contributed a preface to du Couret's 1854 "Voyage au Pays des Niam-Niams".       1859. Small folio. 196 pp. Contemp. half calf. Marbled endpapers. First edition of this study of ancient Babylonian sources in Arabic translations. The Russian orientalist Daniel Abramovich Chwolson (1819-1911) was appointed extraordinary professor of Oriental languages in St Petersburg in 1855. In 1856 the Imperial Academy issued, at its own expense, Chwolson's first work, which established its author an an authority in the field of oriental research, the two-volume "Die Ssabier und der Ssabismus"; three years later Chwolson published the present "Über die Überreste der Altbabylonischen Literatur in arabischen Uebersetzungen" (also in Russian, in "The Russian Messenger", as "Novootkrytie Pamyatniki"). This work made a great sensation among scholars by the importance of its discoveries and by Chwolson's theories concerning the old Babylonian monuments.         NARRATIVE OF SERVICES IN THE LIBERATION OF CHILI, PERU, AND BRAZIL, FROM SPANISH AND PORTUGUESE DOMINATION

London: James Ridgway, 1859. Two volumes. xxii,293; xi,305pp. Original blue pebbled cloth. Spine ends darkened and lightly worn. Front hinge of first volume tender. Moderate age-toning, occasional foxing. Very good. Dundonald had an almost impossibly romantic life, one of the most effective English naval officers of the Napoleonic era, and the model for the fictional Capt. Jack Aubrey of "Master and Commander" fame. From an ancient Scottish family, he had a distinguished career in the Royal Navy until expelled in 1818 on the false accusation of stock market fraud. He left for South America, becoming the commander of the Chilean Navy from 1819 to 1822 during their war of independence from Spain. From 1823 to 1825 he occupied a similar position in the Brazilian navy before returning to Europe to fight for Greek independence. He was later reinstated in the Royal Navy and became a rear admiral. The first volume of this work is devoted to Dundonald's Chilean years, and the second volume relates the Brazilian period. Besides his naval efforts, there is much on the politics of the period in both countries. A fascinating narrative by a man frequently mentioned by other Pacific mariners of the period. SABIN 21274. NAYLOR 6. DNB IV, pp.621-31.
