        A Set of Four Vases.

Rome 1791 - Four etchings, overall dimensions 63 x 77cm., framed and glazed. Best known for his representations of on the archaeological reconstructions of ruins and the documentation of contemporary Rome, Piranesi also made a fundamental contribution to the development of the decorative arts. The "Vasi" is one of the most important of his works related to his own interests as a restorer and dealer in antiquities, and which had a great influence on interior decoration, and industrial production of ceramics, etc. This was an aspect of Piranesi's work on which he relied more extensively after the death of his major patron, Clement XIII Rezzonico. Many of the plates illustrate objects made of ancient Roman marbles that could be inspected at his Museo in the Palazzo Tomati where his engraving business and his home were both located. The integration of ancient sculptural fragments into his restored objects allowed for flights of fancy that were very influential on younger architects such as Percier and Fontaine, who made there mark as architects for Napoleon. The plates were issued as individual plates from 1768, first appearing in bound form in 1778 as 'Vasi Candelabri Cippi Sarcofagi', probably compiled by Francesco Piranesi following his father's death.         A Brief Examination of Lord Sheffield's Observations on the Commerce of the United States

Philadelphia, 1791. First Edition Full contemp. calf. A very good copy; overall toning; some abrasion to the spine; rear joint split for about 2 inches from base. 8vo.,An important book by the man who would become Hamilton's assistant at the Treasury and who would be the ghost-author of the latter's famous Report on Manufactures. In the aftermath of the Revolution the American economy was in complete disarray. Coxe was in a unique position to help promote American industry and be one its most effective advocates. The work offered here is a response to Sheffield and the idea that because of the Revolution America would now be cut off from the benefit of British trade, industry, and intellectual stimulus. Coxe's lengthy rebuttal takes up many issues including manufacturing, international trade relations, specific industries, and the advantages accruing to nascent American industry. It is a prescient outline of the American industrial colossus to be. It is also worth noting that M Carey, an economic nationalist, published this work. The two would indirectly provide the impetus for the 'American National School of Political Economy ' so energetically propagated by the son of the latter, H Carey, during the post colonial era. Evans # 23295; Howes C-828; Kress B-2065; DAB IV, 488 - ` 9; see Cooke and Hutcheson for a discussion.

Travels through North & South Carolina, Georgia, East & West Florida, the Cherokee Country, the Extensive Territories of the Muscogulges, or Creek Confederacy, and the Country of the Chactaws.

Philadelphia: James & Johnson, 1791. - 8vo., (7 6/8 x 4 5/8 inches). Dedication leaf to Thomas Mifflin. Engraved frontispiece portrait of Mico Chlucco King of the Seminoles, folding map of ".the Coast of East Florida from the River St. John Southward near to Cape Canaveral" (some minor offsetting as usual) and 7 engraved engraved plates (some foxing and browning). Contemporary sheep (rebacked preserving the original spine); preserved in natural cloth slipcase and chemise. Provenance: with the signed bookplate of Bruce McKinney, his sale, 2nd December 2010, lot 122 "Bartram's account of the remote frontier, of the plantations, trading posts, and Indian villages at the end of the eighteenth century is unrivaled" (Streeter) First edition. The plates include: 'Anona Pygmea', 'Anona Grandiflora', 'Ixea Caelestina', 'Plate IV' the image of the head of the Great Soft-Shelled Tortoise, the Great Soft-Shelled Tortoise, and the folding plate of the 'Hydrangea Quercifolia'. William Bartram, son of a Pennsylvania Quaker and naturalist, embarked on a journey of exploration throughout the American Southeast in 1773 and traveled in the modern states of Georgia, North and South Carolina, and Florida recording the flora, fauna and Indian tribes he found there. Bartram made discoveries and sketches of over 200 new botanical specimens, including the Venus Fly Trap and a now extinct tree named for his great friend Benjamin Franklin, calling it the Franklin tree or Franklinia alatamatha. In addition to his scientific writings, Bartram was one of the earliest authors to document the customs of the Cherokee and Creek Indian tribes who were so prevalent throughout the Southeast at that time. The book has been called "a valuable original authority on the Southern Indians during the Revolutionary war." - Stevens. Bartram's attention to detail and his vivid descriptions make for one of the most enduring and engaging journals of early exploration of southern natural history and ethnographical study. The words of this naturalist have stirred the emotions and minds of such renowned romantic writers as Ralph Waldo Emerson, William Wordsworth, and Samuel Taylor Coleridge giving inspiration to them in their own literature. Obviously a key book from the period of early settlement of the American Southeast, Streeter calls Bartrams volume: "The classic of southern natural history and exploration, with much on the southern Indian tribes. Bartram's account of the remote frontier, of the plantations, trading posts, and Indian villages at the end of the eighteenth century is unrivaled."       . -cf. First Edition, published simultaneously with the edition published by Koželuch. Haberkamp pp. 360-378. Weinmann: Artaria p.188. "Wien und Mainz" as places of publication for numbers 6, 8/1, 8/5, 11, 19, and 20. Printed note "Cum Priv. S.C.M." to title of overture and numbers 3, 4, 10, 14, and all excerpts from number 21 on. On November 23, 1791, exactly three days before Leopold and Anton Koželuch announced what was to become the first complete edition of Die Zauberflöte, Artaria in Vienna likewise announced an edition of the piano-vocal score of the opera, beginning with the same two numbers as Koželuch (7 and 15). In a strange competitive race, numbers were announced and edited by both publishers, more or less in turn; Artaria's piano-vocal score was issued in 24 numbers wheras the Koželuch edition ran to 38. The criteria for the selection of individual numbers and their order of issue are incomprehensible for both editions, even moreso as both publishers almost always issued the pieces that the other had just published. Haberkamp p. 360. The first Artaria printings predate those of Koželuch. Complete copies of this set are very rare.         THE QUEBEC GAZETTE. THURSDAY, DECEMBER 1, 1791...LA GAZETE DE QUEBEC. JEUDI, 1 DECEMBRE, 1791

Quebec: Printed by Samuel Neilson, 1791.. 12pp. Folio. Dbd. Slight wrinkling and browning at edges, but very good. In a blue cloth folder, gilt leather label. The first and official Canadian printing of the Constitutional Act of 1791, by which Canada received representative government, Upper and Lower Canada were divided into two separate political entities, and the rights of the French inhabitants of Quebec were confirmed. After the loss of the other American colonies, Great Britain found the remaining colony of Canada in turmoil. The influx of Loyalists brought political and economic disruption. The home government was determined to learn from its mistakes, and set out to devise a system of government for Canada (which had been run as a military despotism since 1763) that would conciliate its inhabitants and keep them loyal to the British government. The Canada or Constitutional Act, as it generally became known, was drafted by William Pitt and his ministers and was seen through Parliament in early 1791, final passage occurring on June 10. It was scheduled to take effect at the end of the year. The most controversial part of the Constitutional Act was its division of the colony into Upper and Lower Canada. The Lower section comprised Quebec, Montreal, and the predominantly French part of the colony; and the Upper part consisted of the western, mainly British, part of the territory. This division has reverberated in Canadian politics to this day. By far the most important aspect of the Act was the creation of representative government. Thirty-two of the fifty sections of the Act relate to this, creating legislative councils and assemblies (upper and lower houses) for both Upper and Lower Canada. This was the first representative government in Canada, and the first occasion on which the British Parliament surrendered specific powers to local government - the precursor for all later Commonwealth developments. Besides these provisions, the Constitutional Act also provided guarantees against the imposition of outside duties, such as had been catalysts for the American Revolution. It protected the rights of the French citizens in their religion and forms of land tenure. In every way it sought to conciliate - the opposite of the policy of two decades earlier towards the more southern colonies. This is the first publication in Canada of the Constitutional Act, issued one month before it was to become law. It was issued as a special number of the QUEBEC GAZETTE, containing the proclamation of Lieut.- Gov. Allured Clark regarding the date the bill would take effect, the Order in Council authorizing the division between Upper and Lower Canada, the text of the Constitutional Act, and some lines of errata. The entire text is printed in double columns in parallel English and French. Marie Tremaine, the bibliographer of early Canadian imprints, locates six copies of this printing. In addition, we note the copy in the Lande Collection at McGill. Of the greatest importance for Canadian history. TREMAINE 705. LANDE 2104.

Webster was one of the leading nationalists of the 1780s, a prolific and highly effective publicist on behalf of a federal constitution and national economic institutions, especially a central bank. Indeed, his writings had a major influence on the establishment of the First Bank of the United States. Included in the present work are his tracts favouring the creation of a Secretary of Finance under the articles of Confederation, the Bank of North America and the First Bank of the United States, and supporting the adoption of the constitution. Also included is Webster's prophetic essay outlining the future constitution, Dissertation on Political Union, first published in 1783. Jefferson had three of these essays in his library, the Essay on Credit (Sowerby 3036), the Plea for the poor soldiers (ibid. 3153) and the Remarks on the address of Sixteen Members of the Assembly of Pennsylvania (ibid. 3019).

286 pp. [Attributes: First Edition; Hard Cover]

(Drop-Head Title:) Treasury Department, January 6, 1791. Sir, I have the Honor to transmit to you a Report to the House of Representatives, relative to Appropriations of Money, for certain Purposes therein mentioned. I have the Honor to be, Sir, Your most obedient and Most humble Servant, Alexander Hamilton

(Philadelphia:) Francis Childs and John Swain,, 1791. Folio (339 × 213 mm), 12 pages. Uncut and stab sewn as issued in plain paper wrappers, preserved in a custom made cloth portfolio and blue morocco backed slipcase. Inscribed in a secretarial hand on the front wrapper "Appropriations. Reports of the Sec.y of the Treas'y, The Hon'ble W. Johnston" Wrappers partially split, a tiny amount of rodent gnawing to the outer margin, but a superb copy in remarkable condition. First edition of the first Federal budget, prepared by Alexander Hamilton, first Secretary of the Treasury and submitted to F, A, Muhlenberg, Speaker of the House of Representatives. "As America's first Secretary of the Treasury, Alexander Hamilton stands alone in the annals of American financial history. One of the founding era's key political figures, Hamilton's influence on our fledgling country's early finances set the wheels in motion for the United States to become the economic super-power it is today laying the foundations for the U.S. capitalist system... As the first Secretary of the Treasury, he saved the new nation's credit, established plans for funding our new country's debt, created a national bank, and used the tax system to encourage economic development ?- all ideas considered 'radical' by most Americans of the time. Hamilton also founded the Bank of New York, New York City's first bank that was located at 48 Wall Street until 1998" (Museum of American Finance.) In 1789 and 1790, the Treasury ran public business without submitting a formal budget to Congress. As evidenced by this budget, Hamilton's Treasury Department was by far the largest with over 70 employees compared to Jefferson's and Knox's paltry six employees each. This generated concerns that Hamilton was building a large bureaucracy as his personal power base. But, as first treasury secretary, Hamilton "had to devise rudimentary systems for bookeeping, checking, and auditing, many of which endured for generations" (Chernow, Alexander Hamilton, p. 291). The total expenditure for the government's operation was $740,232.14.6. Hamilton's salary was $3,500, less than what he would have earned as one of New York City's top lawyers, and President Washington's salary was $25,000, or slightly more than three percent of the total budget. The report is extremely scarce; Evans (who conjectures the place of printing and the publisher) reports four copies and OCLC two additional copies in American institutions. ABPC on-line records only one copy, browned, foxed, with marginal repairs to two leaves, bound in modern half morocco, sold for US $8,000 in December 2011. The present copy is almost as fresh as when it first appeared, bar some negligible nibbling.

It is also one of the best pictures of life in Philadelphia during his youth and middle age. Franklin is remarkably candid throughout the work about people with whom he was involved and his own motives for his actions.         Pair of wonderful historic documents ordering guns and powder for a salute to start the ceremonies commemorating the new, annual date of the U.S. Congress's opening

"Document, 2 pages, page one 8"" x 12.75"", page two 8.25"" x 13"". October 24, 1791. Edge wear and the usual folds. Light toning. Completely legible. Fine condition. This exceptional and historic pair of documents pertains to the formal opening of the United States Congress, as well as revealing a plan to suitably honor the anniversary of the event. The very significant items include: 1) March 2, 1791 - Printed Document, ""An Act fixing the date for the next Annual Meeting of Congress,"" signed in type by Frederick Augustus Muhlenberg, as ""Speaker of the House of Representatives,"" John Adams as ""Vice-President of the United States, and President of the Senate,"" and approved by George Washington, as ""President of the United States."" The Act reads, ""Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That after The third day of March next, the first annual meeting of Congress Shall be on the fourth Monday of October next."" As this Act was established during the third session of the first U.S. Congress, it fixes for the first time under that body's authority the opening of a new Congress. Enacted on the beginning day of that particular session, after the two earlier meetings were held in New York, it also marks one of Congress's first acts of legislation in the temporary capitol at Philadelphia. 2) October 24, 1791 - John Stagg, Jr. ALS, as a clerk in the War Department, to William Knox ordering guns and powder for a salute to start the ceremonies commemorating the new, annual date of the U.S. Congress's opening. The letter's text reads, ""The Secretary of War requests that you will furnish Captain Jeremiah Fisher of the city artillery, in order to fire a salute on tomorrow, at the opening of Congress: One hundred and eighty pounds of Cannon powder - One hundred Tubes - Forty six Flannel Cartridges for 12 pounders - Eight Portfires,"" and it is signed, ""Jno: Stagg Jun:"" (grading ""9-10""). Major Stagg and Captain Fisher were both veterans of the Revolution, the latter having served with Col. Thomas Proctor's celebrated 1st Pennsylvania artillery regiment. These extremely rare pieces document a supremely important event in American history: the day the United States Congress fixed a permanent date for its own opening."

Paris, F. Buisson, Mai 1791 + 1792. 8vo. Two volumes, completely uncut in the original blank blue wrappers. Wrappers expertly restored. Housed in a very nice recent chemise in contemporary style, of mottled half calf with richly gilt spine and a slip-case of blue marbled paper. an excellent set in unusually fine condition. Very nice and clean. XII, 227, (1) pp. + (4), IV, 224 pp.. Scarce first edition thus - with the extremely rare second part - being the first French edition of Paine's seminal "The Rights of Man": "the textbook of radical thought and the clearest of all expositions of the basic principles of democracy" (PMM). This first French edition is the first to contain the author's preface to the reader, addressing directly the revolutionary public. It is furthermore the second edition of the text in its original form, preceded only by the true first edition, printed in London in February of the same year, which was immediately suppressed, on the day of publication, and very few copies of which have thus survived. The following British editions were all toned down and the wording thus different. Only the first French edition contains the uncensored text. The same publisher issued another edition simultaneously, also Paris, also in May, which collates differently (VIII, 148). The work was written as a response to Burke's "Reflections on the Revolution in France" from 1790, in which Burke voices his distrust of the "Perfectibilitarians" and of the mere destructive criticism of institutions and concludes that the French revolutionaries are not fighting for real liberty and that they have no idea what it would take for them to "form themselves into a mass which has a true political personality". Reacting to Burke's excpression of the horror and dismay that the liberal-minded now felt for the French revolutionaries, Paine defends the French Revolution against Burke's attacked. He famously lays down the principles of fundamental human rights that must stand no matter what, no matter what is necessary to obtain them, and he argues that popular political revolution is permissible when a government does not safeguard its people, their natural rights, and their national interests. Paine himself condered the work "one of the most useful and benevolent books ever offered to mankind". It was indeed hugely popular, hugely controversial, and hugely influential. Although suppressed on the day of publication, the modified version was quickly printed and reprinted. It was very widely circulated, with copies being read aloud in inns and coffee houses. Although the Revolution controversy had spawned more than 300 pamphlets, Pain's "Rights of Man" was the first seriously to damage Burke's case and to restore credit to the French both in Britain and America. The publication of Rights of Man caused a furor in England; Thomas Paine was tried in absentia, and convicted for seditious libel against the Crown, but was unavailable for hanging, having departed England for Africa
