". the Dominion of the Crown of England in the British Seas, did not exclude other Princes and States from all use, but from an equal use of those Seas" (page 6). In order to preserved England's dominion, Medows proposes three statutes: "1. A Right of Excluding all foreign Ships of War from passing upon any the Seas of England without Special License for that purpose first obtain'd. 2. The sole Marine Jurisdiction within those Seas. 3. An appropriate Fishery". Historically, "the concept of territorial waters originated in the controversy over the status of the sea in the formative period of modern international law in the 17th century. Although the doctrine that the sea by its nature must be free to all was eventually upheld, most commentators did recognize that, as a practical matter, a coastal state needed to exercise some jurisdiction in the waters adjacent to its shores. Two different concepts developed—that the area of jurisdiction should be limited to cannon-shot range, and that the area should be a much greater belt of uniform width adjacent to the coast—and in the late 18th century these concepts coalesced in a compromise view that proposed a fixed limit of 3 nautical miles (1 marine league, or 3.45 statute miles [5.5 km])" (Encyclopedia Britannica online). Printed for R.Simpson at the Harp in St.Paul's Churchyard, London. Original 12p pamphlet of 1689 ("licensed October 4th, 1689) lauding the leadership of Walker whose own record of the siege was deemed inappropriately modest by the unknown author of this work. VG condition though paper toned, a small pen stroke at top of first page and two tiny thinned areas on the last leaf not interfering with the legibility of the text. Bound in marbled boards in quarter leather none too recent;ly. Gilt titling on the spine which is worn with loss more so at top than bottom - loosing last letter of "Derry". Boards worn especially at edges and corners and the front hinge weakening but the pamphlet well protected between blank leaves. Loosely inserted is a letter dated 1958 from the British Museum responding to a letter from a previous owner reporting that the Museum has two copies and that Donald Wing's "Short Title Cataloge" records only the the museum as possesing a copy. Below the plan is the title and dedication to Nicolao Cornaro, a leading member of the Venetian aristocracy. The title is surmounted by a coat-of-arms. Whose arms they are is uncertain, however, they are probably those of Cornaro. The only name to appear on the plan is that of the River Thames. Large paper copy of the first edition in a binding seemingly meant for presentation, 4to (235 x 185 mm.), pp. [4], 64; title within double-ruled border; contemporary red turkey morocco, covers with elaborate paneling in gilt with fleurons at the corners and sides, unlettered gilt-decorated spine in 6 compartments, a.e.g.; binding a little rubbed, but still very good and sound. This is the second of two letters written by Sprat at the time of the Revolution, in which he attempts to justify his taking a seat of an ecclesiastical commission established in 1686 by James II. Sprat was not averse to James's declaration for liberty of conscience, but by the time James fled to France Sprat's sympathy for his monarch was awkward. This copy with the early armorial bookplate of the Duke of Beaufort (Henry Somerset): his sympathy for James makes him a logical recipient for Sprat's self-justifications. Wing S5049. Paris: Jean Baptiste Nolin, 1689-93. Original outline colour. 455 x 595mm. Some reinforcing at centre fold on reverse. A large map of Africa with a cartouche filled with engraved text filling in the gaps in knowledge of the interior. Coronelli (1650-1718), a Minorite friar, was official cartographer to both the Republic of Venice and to Louis XIV of France, for whom he made a pair of 3.85 metre diameter globes. Because of this dual interest, many of Coronelli's maps were published by Nolin in Paris, which are generally scarcer than Coronelli's own publications. Engraved by van Loon and first published in 1689, this Africa map pre-dates Coronelli's magnificent two-sheet version by two years. BETZ: 146, state 2 of 4.

"In 1689 Gould published 'Poems', which contained, along with verse epistles and occasional poetry, the potent 'Satire Against Man'...Gould's satires, which were chiefly influenced by his friend John Oldham (1653-1683), comprise about one half of Gould's output and were his most important work. Their subjects range from love and marriage to religion and politics, and often anticipate the satirical writings of Swift.
