Manuscript Outlining Spanish-Chinese Parameters for Cuba's Coolie Slave Trade
Havana - Cuba, 1866. A substantial and significant signed document from the Spanish Royal Court which precludes reveals content of the forthcoming treaty which would eventually be decreed in December 1868, and which created a framework for 'coolie' slavery in Cuba. Madrid, 5 May 1866. Manuscript document by Canovas del Castillo, Spanish Royal Minister of Colonial Affairs and Overseas Territories (later Prime Minister of Spain), addressed to Francisco de Lersundi y Hormaechea, Spanish Captain General (Governor) of Cuba, who in turn signed the document upon receipt in Havana, Cuba, 3 June 1866. 8vo. 13 pages in manuscript, written double-sided on seven leafs of the minister's stationery, measuring approximately 21cm x 15,5cm. Four leafs are embossed with a government office stamp and watermarked 'Ante Serra'. Text is in Spanish. Age-toning to extremities primarily, otherwise in very good condition. Responsible for the governing of Spanish colonies, Spain's Minister of Overseas Territories Antonio Cánovas del Castillo, herein outlines provisions of the imminent treaty to be ratified in Madrid, specifically that Chinese labourers must be voluntarily conceding, not military deserters, nor caught against their will. Instructions to protect the 'colonos' who would be emigrating to the foreign countries, or Spanish colonies, in this case Cuba, include health and safety matters, fair treatment, and so forth. To ensure the continued goodwill of Chinese authorities, demonstrable efforts were made to prevent abuse and subsequent uprisings. Contractual obligations, wages, legal status, particularly for those who might remain in Cuba after completing their contracts, are mentioned as items to be specifically addressed with the official document. .
