When the independence war broke out in 1810 the author became a representative to the first Constituent Congress of Venezuela. After the fall of the First Republic in 1812 he went into exile, arriving in the United States, thence to France and finally to Britain where he wrote this book which played a part in his successful efforts to acquire weapons and manpower for a return to Latin America. In 1819 he resumed his place in the Congress called by Simon Bolivar and in fact made the final revisions to Bolivar's inaugural speech.Covers a bit rubbed and marked. Very good, internally fine.
