Octavo, one folded sheet as issued, uncut; pp. 4. $2200.Printed by Utah pioneer Joseph Cain in 1854 or 1855, one of only 100 copies of this pamphlet outlining the procedural rules of the territorial House of Representatives. Extremely rare."The Utah Territory was created by an act of the United States Congress on 9 September 1850. The act provided the structure of the territorial government and within that structure a legislative assembly and governor would hold the legislative power in the territory. The Territorial Assembly first met on 22 September 1851". [and] continued to meet and make laws until 1896 when the dream of statehood became a reality" (Utah History Research Center). One of the Latter-day Saints who followed Brigham Young to the Great Salt Lake Valley in 1847, printer Joseph Cain was the brother-in-law of John Taylor, who succeeded Young as President of the LDS Church. According to the Latter-day Saints' Biographical Encyclopedia, "Brother Cain possessed rare literary abilities, and many productions of his facile pen graced the columns of the Deseret News at an early day". [He] was the first postmaster in Salt Lake City to be appointed by the government. He joined the Church in opposition to his relatives' wishes, and was one of the most faithful and consistent members, enjoying the confidence and esteem of the community amongst which he lived." "Cain was public printer in 1854 and 1855" (Graff 4450).
