(Santiago de Chile),, January 1824. - 4°, disbound. A few light stains on title page. Overall in good to very good condition. 20 pp. *** FIRST and ONLY EDITION. Addressing the Chilean Congress, the Minister of Finance proposes means of funding the government, including taxes on capital expenditures that vary depending on whether the money is used for building, agriculture, or commerce, the use of @papel sellado for various transactions, and annual taxes on foreigners in Chile. For each of these, he includes drafts of proposed legislation. Benavente also suggests the use of copper coins and a weekly government lottery.Having supported José Miguel Carrera in the War of Independence, Benavente (1790-1867) fled to Buenos Aires while O'Higgins was in power. From 1823-1825, under Ramón Freire, he served as minister of Finance, but his support of the Portales, Céa y Compañía monopoly made him unpopular. In the 1830s he opposed Portales. From 1834 to 1861 he was elected senator nine times.*** Briseño I, 200. Not located in CCPBE. Not located in Rebiun. Not located in Copac. [Attributes: First Edition]
