From the Comptroller's office, to Joseph Whipple, Esq., Wolcott writes, "It has not been customary to furnish the Collectors of revenue with Scales and Weights for weighing money, from this Department and the practice would be attended with inconvenience as no Appropriation of money has been made, out of which the expence (sic) could be defrayed." Signed "respectfully ... Oliv. Wolcott" .
