A handsome copy. * This is the first collection of state constitutions published after the ratification of the U.S. Constitution, and the first to contain a printing of the Constitution of the United States, with the first twelve proposed constitutional amendments, ten of which would become the Bill of Rights. A statement dated August 1791 says amendments one and two were not ratified by enough states and that the other 10 had been ratified by nine states. Virginia became the 10th state, completing the ratification process on December 15, 1791.
