The war referred to is the revolt of the Greeks against the Turks who ruled their land. It became a full blown war and of course such a war requires not only cannon fodder but also money, which was extorted from, among others, the impoverished Jews of Eretz Israel on the pain of confiscation of all they own and their being enslaved.
