First edition highlighting Brezhnev's six-hour televised keynote speech focused on economic improvements intended to help the average Soviet citizen, Signed on the title page by Brezhnev. The 24th Congress of the Community Party of the Soviet Union was held in Moscow from March 30 to April 9, 1971. Leonid Brezhnev used the occasion to demonstrate the extent of his power and his popular support. During a six-hour keynote address, he focused on the concerns of the common man, touching only briefly on issues of politics and foreign policy so that he could spend the majority of his time on economics and his plans to raise the minimum pay of a full 1/3 of the union labor force. Brezhnev also promised to fortify the welfare state, increasing old-age pensions, adding paid days off for mothers taking care of children, and increasing allowances for both university students and poor families. Until the economic stagnation that began in 1973 (a period that coincided with his failing health), Brezhnev was hailed in Russia as one of Communism's finest leaders.
