Thomas Franklin Fairfax Millard (b. 1868 Seattle, d. 1942 Seattle), was a journalist and newspaper editor. He had been a war correspondent during the Boxer Rebellion and Second Sino-Japanese War and later the Shanghai correspondent for The New York Times. He became the first American political adviser to the Chinese Republic and was considered the ?founding father of American journalism in China". In 1917 Millard, along with John Benjamin Powell, began a journal called "Millard's Review of the Far East." Who?s Who in China took material from ?Millard?s Review? that had been published during the prior three years and repackaged it.
