Autograph Letter, signed ("J.B. Moore"), to John W. Williams, regarding the extraordinary growth of Executive Power in America

New York, 1917. 8 pp., on two folded sheets of personal letterhead. 12mo. Fine, in a maroon custom cloth folder. "The lines of the Constitution have been almost wholly abandoned" A fine letter from this lawyer, scholar, diplomat, professor, and jurist, who became the first American to serve as a judge on the Permanent Court of International Justice at the Hague. He was "... the most prominent American authority on international law during the first half of the twentieth century. His writings on international law remain important contributions to the literature of that field. He was a significant participant in the foreign policy decisions of the McKinley and Roosevelt administrations. When his service with Woodrow Wilson proved unrewarding, Moore became an effective critic of the growth of presidential power in foreign affairs." (ANB) In this letter, Moore writes: "There can be no doubt that there has taken place during the past fifty-six years an enormous development of Executive Power. The lines of the Constitution have been almost wholly abandoned [underscored] ... between the days of Jackson and the Civil War there was no enhancement of the power of the Executive. The enhancement during the Civil War was due to circumstances, not to the personal disposition of the incumbent. Mr. [Theodore] Roosevelt while President practiced and later formulated the conception now prevalent, with the apparent approval of what old Coxe called "the Popular", that the President, as the choice of the whole people, is their chosen leader [underscored] responsible primarily too them; and, with the acquiescence of the Congress, this become the fact, primary responsibility being transmitted into final responsibility ... Naturally, in the course of time, the Senate must alter its rules so as to cease to deliberate when called upon by the Executive, as the Tribune of the people [underscored], for certain action, it having come to pass that the function of Congress as a whole has become like that of the old Parlement of Paris - the mere registering of some external will ...".

The Newlyweds and their Baby's Comic Pictures for Painting and Crayoning

Akron/New York/Chicago: The Saalfield Publishing Co.. Very Good+. (c.1917, 1907). Stiff wrappers. NOISBN . [moderate edgewear to covers, internally Fine except for the expected and inevitable age-toning to the pages]. (cartoon strips and panels) A remarkably well-preserved example of this rare vintage coloring book (OCLC reports only four library holdings), containing mostly undated reprints of George McManus's newspaper comic strip, "The Newlyweds," generally considered the first American "family" strip. Created by the then 20-year-old McManus for Joseph Pulitzer's New York World in 1904, the strip ran for twelve years, at various times as both a daily and Sunday feature; when McManus left the World for the New York American (a Hearst paper), he began a new strip called "Their Only Child" ("a perfect clone," in the words of one historian), while "The Newlyweds" continued in the World, drawn by Albert George Carmichael. Dating the strips in the book would be a major research task, not helped by the mishmash of dates provided: the 1917 date is on the front cover; the title page reads: "Copyrighted 1907 by the Press Publishing Co."; and several of the individual color strips bear a 1916 copyright date, also credited to the "Press Publishing Co. (N.Y. World)." All appear to all be Sunday strips, although some are in B&W (for "coloring-in" purposes, I suppose) and others in color, and despite McManus's sole by-line on the title page, Carmichael's work is also well-represented. (On quite a few, either McManus's or Carmichael's signature is visible; generally speaking, the color versions appear to be by Carmichael and the B&W ones by McManus.) To my eyes, the 1917 publication date signals the publishers' attempt to wring a few more drops of revenue out of a feature that had ended the previous year; the seemingly anomalous 1907 copyright date would seem related to the "birth date" of baby Snookums (yes, that was his name), who was introduced into the strip in that year. [Either that or it's just a "holdover" from an earlier book incarnation, "The Newlyweds and Their Baby," published the same year by the New York World, but not to be confused with the present volume.] But relax: it's not so much a collection (let alone a chronicle) as it is a sampler of "The Newlyweds," and as such is utterly charming. McManus's most successful and best-remembered strip, "Bringing Up Father" (aka "Jiggs & Maggie"), debuted in 1913 and had an amazing 87-year run -- outliving its creator by 46 years! .

La Passion de Notre Frère le Poilu

Paris: Léon Pichon,, 1917. Boix originaux de Hermann-Paul. Quarto (325 × 245 mm). Contemporary black morocco by René Kieffer, gilt stamp to front doublure, ticket verso of the front free endpaper, five bands, title gilt direct to spine, black morocco doublures with single fillet gilt panel, black endpapers marbled in silver and gold, the outward sides stitched with a fine silk reticulation supporting narrowly-sewn vertical golden threads, original wraps bound in, additional vivid "tricolor" marbled sheets after the wraps, and dividing the sections, lavender silk page-marker, housed in a simple marbled card, leather-entry slip-case. 17 woodcut borders to the text by Hermann-Paul, and a vignette to the upper wrap; together with two complete suites of the cuts without letters. The slip-case a little rubbed, minor paint-transfer from the red, white and blue sheets to those facing, but overall a superb copy. First published in 1916 in the Echo de Paris, La Passion … won the that year's Prix Jean Revel presented by the Société des Gens-de-Lettres for the "meilleur ouvrage regionaliste". This copy from a special edition of 50 copies only: 30, 1-30, for the author and his friends, and 20, I-XX, with a suite of plates "sur chine" for the bibliophilic society "Les XX"; this a unique, exemplary copy with printed presentation to the printer and publisher Léon Pichon, signed by the author and artist, and with an original ink and brush drawing by Hermann-Paul, signed in pencil, bound in as the frontispiece. Born in Saumur, Leclerc was trained for the law, but in his time was a journalist, author, a cabaret singer and comedian. Probably best remembered as the great literary champion of the Angevin dialect, the author of numerous books on the region, and creator of the "rimiaux"a rhymed, dialect poem or tale of which the present work is an example. Leclerc tells the story of an Angevin poilu who is killed in action and finds himself at the Heavenly Gates having to present his credentials for entry to an assembly of saints in the everyday language of Anjou. The pleasingly "mediaeval" woodcuts were by Hermann-Paul who worked extensively as an illustrator in the newspapers and satirical magazines of the period - L'Assiete au Beurre, La Rire, Gil-Blas, Le Figaro - but also exhibited his "intimiste" paintings and lithographs alongside such Vuillard, Matisse and Toulouse-Lautrec. The recipient of this copy, the printer of the work, was described by The Studio in a review of his 1924 exhibition at the Plantin-Moretus Museum in Antwerp as " the Parisian master-printer and engraver, whose fine editions have gained a well-deserved fame", remarking that this was the "first time that any artist in book-production not belonging to the town of Antwerp has been a guest in the great house where, from the sixteenth to the nineteenth century, the Plantin-Moretus dynasty carried on uninterruptedly its monumental work; and a signal honour is thereby conferred on contemporary French book-production and on M.Pichon" (Studio, LXXXIX, 1925, p.139). A matchless copy of this highly attractive First World War satire, bound in a superbly restrained, almost Jansenist style, by the binder who would go on to become one of the leading exponents of the Art Deco style in binding.

Tall, This is a Very Good Copy of this book in Publisher's red cloth with gilt title lettering to spine and upper cover and there is some fading to spine lettering and overall colour tone of the spine has faded a little. This is a very scarce title indeed with only 1000 copies published. This particular copy bears the bookplate of Lytton Strachey (Bloomsbury Group) to the front pastedown and has also been SIGNED by Lytton Strachey to the front free endpaper. This title was acquired from a very impressive private collection of 20th Century Literature and Fiction with strict adherence paid in obtaining rare highlights in exellent condition. The book has a firm binding with NO hinge weakness and there is NO leaning or rolling to spine. There is a little light tanning to the endpapers and the fore-edge of the book.Great copy for the collector of this Very Rare title in original cloth. The Bloomsbury Circle of which Stachey and Leonard Woolf were both invloved. They were very close and corresponded almost daily.Their early correspondence was dripping with their sexual drives and in particular with Strachey's boasting of his homosexual activities. They discussed issues of philiosophy, art and politics at length. There is a note at the back of the book in pencil which states that the book was sent to Sotheby's in the 1960's by James Strachey.Scarce title with this wonderful Association present.8vo 109pp plus 3 pages of ads at rear.

        Cuaderno de los Vitolas

1917. CIGARS. Cuaderno de las Vitolas Elaboracion Habanera de El Oriente Fabrica de Tabacos, C. Ingenohl. 27 ff, first ff with illustrations of the Manila Cigar factory followed by 26 relief printed chromolithographs mostly of cigars plus a few labels, many embellished with gold or silver foil. Oblong folio, 225 x 350 mm, bound in publisher's red wrappers, title gilt on covers. [Europe or US?: ca. 1919]. |~||~||~||~||~||~| A highly unusual trade catalogue for the Philippine cigar manufacturer La Perla Del Oriente. At the turn of the century La Perla Del Oriente was one of the preferred local brands of cigars in Southeast Asia especially among expats. Owner, Mr. C. Ingenohl, originally produced cigars in factories in both Manila and Hong Kong, but after a ruling by the United States Government in 1918, was only allowed to continue using the trademark on cigars produced in Hong Kong. Thus, this catalogue would appear to date somewhere around that time with the covers stating "Removed to Hong Kong," yet "Manila" also more prominently appears on the cover, and the Manila factory is illustrated which seems to reinforce the issue that the Philippines was still in operation. The elaborate illustrations suggest that this catalogue was more than likely published at a European firm or perhaps one in the United States. Each brand of cigar is done in relief and most have gold and silver foil labels. It appears to be quite rare with no copies appearing in World Cat. Covers a little creased, overall a fine copy.

Album with 99 Original Snapshots, Titled on Front Pastedown:] Two Months Wanderings in Kashmir, Jhelum Valley, Srinagar & the Himalayas, and Murree to Rawalpindi and N.W. Frontier. (September-November 1917).

1917. Octavo (ca. 22,5x17 cm). 24 card leaves. With 99 gelatin silver prints, the majority ca. 6x10,5 cm (2 3/8 x 4 1/8 in); with 11 images ca. 5,5x8,5 cm (2 ¼ x 3 ¼ in) or slightly smaller. All photos captioned in white pencil on the mounts. Original green cloth "Newlyn" album, slightly rubbed on the extremities. About 40 images faded, one photo with creases and tears, but overall a very good album. Interesting collection of original snapshots documenting a travel of a group of British officers and officials around Kashmir and the Northwestern Frontier during the last stage of the WW1. The first part of the travel started at the Bhurban camp (Punjab, modern Pakistan), from where the party drove up the Jhelum Valley road to Srinagar; among the snapshots are views of villages and locals in Kohala, Chinar, and Rampur. A series of Srinagar views numbers over twenty images, showing Amira Kadal Bridge in its initial wooden state (in was reconstructed in concrete in 1982), the Bund and the post office, Srinagar museum and banqueting hall, Maharaja's Palace, 3rd Bridge and Hari Parbat fort, Hari Singh's Palace, local dwellings named "the Shanks" et al; several views depict the Dal Lake and famous Nishat Bagh and Shalimar Bagh gardens nearby. There are also vivid portraits of Kargil peasants and local children named "mudlarks." The second leg of the travel was a hike to the Harmukh Mountain in northwestern Himalayas. Over 30 images illustrate the undertaking, with stunning views of the Tsurlat Pass, mountain ranges nearby, the Harmukh Mountain with its glaciers, Wangat Nala and ruins of a Hindu temple; portraits of coolies and the British travellers crossing streams, resting in camp and taking notes. The photos taken on the way back include views of Ganderbal and the Sind River, Lake Manesbal, Chinar Bagh, Takht-i-Suleiman Mountain, a bank of Jhelum showing old Kashmir road, portraits of Pathan peasants (Pashtuns), a marauder in the Bhurban camp, a caravan of "Barbary camels on a long journey" and others. Overall a very interesting collection. [Attributes: Hard Cover]

Photo Album - Kut - Iraq - India

Iraq & India, 1917. Basra and Kut-Al-Amara in Iraq, Bombay in India, 1916-1917. Album of photographs relating in part to the definitive Second Battle of Kut, a soldier who served the British Army in the Middle East Theatre of the First World War, and previously in Bombay. Contains 108 photographs, mostly gelatin silver prints, some black and white, mounted recto and verso onto cardstock leaves, many captioned in manuscript. [An additional 58 post-war family photographs taken after returning to England are found at the end of the volume]. Oblong 8vo. album measuring approximately 30 x 18 cm, black cloth boards string-tied within. Ownership signature to front pastedown is faint but dated 1917. Photographs vary in size, most measuring approximately 6 x 4 cm, the largest measuring 10 x 6 cm. Occasional images and captions fading, otherwise in Very Good Condition, numerous striking images from an important campaign in the Middle East. Images suggest that the soldier was with 1/9th Battalion Middlesex Regiment, which sailed 30 October 1914 from Southampton for India, arrived in Bombay 2 December 1914, and was subsequently moved to Mesopotamia, arriving at Basra on 24 November 1917 to join the 53rd Brigade of the 18th Indian Division. It remained in that theatre until the end of the war. Approximately 75 photographs are from Iraq; approxmiately 33 are from India. General Maude's restored army persevering in unfavourable conditions to advance and re-capture Kut, a definitive and redeeming assault by the British, which facilitated the subsequent capture of Baghdad, is surely the highlight of these uncommon wartime snapshot photographs. [After the demoralizing defeat of the Siege of Kut Al Amara, a new commander was given charge. General Maude, re-organised and trained his mixed British and Indian forces, then launched a successful campaign on the night of 13/14 December 1916. Employing approximately 50,000 men organised in two corps on both banks of the River Tigris, a steady series of victories led to the capture of Baghdad on 11 March 1917. Progress had been slow however, on account of heavy rain and an overriding concern to minimise casualties, but when Bagdhad was captured, British administration began vital reconstruction of the war-torn country; Kut was slowly rebuilt.] The album begins in the Basra Governorate of southern Iraq with British soldiers in uniform standing admidst palm trees, a rudimentary Arab water well system, a hospital ship, and a view of the mouth of Shatt al-Arab River (also known as Arvand Rud) in the Arabian Gulf, which is formed by the confluence of the Euphrates and the Tigris in the town of al-Qurnah. Several images pertain to Kut-Al-Amara (now named Wasit), and the arduous approach of General Sir Frederick Stanley Maude and his new army as they reconquered Kut on February 23, 1917. Images show the extreme discomfort and additional labour caused by heavy rains, such as setting up camps and trekking through the mud. A long curved trench void of soldiers is captioned "12 o'clock House No. 32" and the purpose-built field railway is shown with open cars conveyng soldiers while others guard the track. After having penetrated and controlled the town, fascinating cityscape photographs show, among other things, white army tents erected in and amongst the square stone buildings with thatched rooftops. Also important in terms of the Mesopotamian Campaign and piquing interest in Arab life, photographs are taken in Basra and the neighbouring Al-Ashar district. Along the banks of Ashar Creek, a major thoroughfare, are large mud dwellings and other structures, a refinery, cafés and the famous bazaar, and an entrance to an American hospital. Covered merchant boats and dhows (sailboats) are seen on the river, and at least one view shows Whitely Bridge, the chief bridge at Ashar, which had a portion that raised for passing boats. In the city of Basra, he photographs a procession of numerous Arab men, and "3.G.G.H. Basra" (No.3 British General Hospital Basra) which had 1040 beds. The bazaar on Ashar creek was a central location, for the townspeople, and also for the foreign armies; Turkish prisoners apprehended in 1917, for example, were taken along Ashar Creek and brought to shore there. [The Imperial War Museum holds similar photographs of the Ashar Creek bazaar from the same period]. Camp was also setup at Magil or Magill for a time, also in the region Al Basrah, where photographs show a row of tents in the desert landscape, a mounted regiment, and soldiers falling back. Previous to the Mesopotamia campaign, the soldier was in India. Photographs of Bombay capture indegenous people in various scenes of labour and leisure, an elephant transporting people, an outdoor bazaar, and the like. Historic buildings include a colonial hospital, the Lady Hardinge War Hospital, Victoria Station, and Bombay Station. Further inland to Nasik (Nashik), he takes some lovely photographs of a non-industrialized community. Bullocks treading corn, an ox-driven cart coming through the old town gate, a public bathing pool for men, an idol perched on a street corner, and a temple in the background behind a washing pool, are some of the scenes. In the Nilgiris district of Tamil Nadu, the battalion evidentently stayed at the hill station town of Ooty (Udhagamandalam or Ootacamund) and Hill Camp at Wellington. British occupation of Mesopotamia (1914-1922) In 1914, the British invaded Iraq (then called Mesopotamia) to protect their oil interests and what began as a very limited military expedition resulted in a 44 year military/political involvement, during which they fought a 12 year insurgency. Their involvement suffered from intelligence failures, Sunni-Shia rivalry, a Kurdish independence movement, a weak central government, looting and crime, inadequate infrastructure, and so on. Known as the Mesopotamian Campaign, fighting commenced with the Battle of Basra in 1914 and continued for the duration of the war. The most notable action was the Siege of Kut, which resulted in the surrender of the British and British Indian Army garrison of the town in April 1916, after a siege of 147 days. Of 11,800 Allied soldiers who survived to be made prisoners; 4,250 died of disease or at the hands of their Ottoman guards during captivity. The Siege of Kut al-Amarah, or the First Battle of Kut, 7 December 1915 to 29 April 1916, was at the time described as "the greatest humiliation to have befallen the British army in its history". For the Turks and Germans however it was a significant morale booster, and undoubtedly weakened British influence in the Middle East. [Kut-Al-Amara (now named Wasit) is a city in eastern Iraq, on the left bank of the Tigris River, about 160 kilometres (99 miles) south east of Baghdad, and was the scene of a fierce battle during World War I.] The Second Battle of Kut was fought on 23 February 1917, between British and Ottoman forces at Kut, Mesopotamia (present-day Iraq). The battle was part of the British advance to Baghdad, by a 50,000-man British force organised in two army corps, which began in December 1916 and led to the capture of Baghdad. Led by British General Frederick Stanley Maude, the forces recaptured the city of Kut al-Amarah. Lieutenant General Sir Frederick Stanley Maude KCB, CMG, DSO (1864 - 1917) was a British commander, famous for his efforts in Mesopotamia during World War I and for conquering Baghdad in 1917. In World War I, Maude first served in France. In August he was given charge of the 13th Division in Suvla. The 13th suffered heavy casualties retreating from Suvla and landing and later evacuating from Helles before being shifted to Mesopotamia in March 1916. He was the last man evacuated. Maude arrived at Mesopotamia to catch the end of the British failure at the Siege of Kut where he was promoted to Lieutenant-General, replacing General George Gorringe as commander of the newly dubbed Tigris Corps (III Indian Army Corps) in July 1916. Despite being instructed to do no more than hold the existing line, Maude set about to re-organising and re-supplying his mixed British and Indian forces. He was made commander of all Allied forces in Mesopotamia in late July 1916, replacing Sir Percy Lake. Given reinforcements and more equipment, Maude directed his force in a steady series of victories. Advancing up the Tigris and winning the battles of Mohammed Abdul Hassan, Hai and Dahra in January 1917, recapturing Kut in February 1917, he took Baghdad on 11 March 1917. A week later, on 19 March, General Maude issued the Proclamation of Baghdad, which stated, "Our armies do not come into your cities and lands as conquerors or enemies, but as liberators". Some 9,000 Ottoman troops were caught in the confusion and became prisoners of the British. From Baghdad, he launched the Samarrah Offensive and extended his operations to the Euphrates and Diyala rivers. In November his forces were engaged at Ramadi and Tikrit when he became ill from cholera and died. Mount Maude, a peak in the Cascade Range, was named for Frederick Maude. In 2003, the British military headquarters in Baghdad's Green Zone was named "Maude House". Maude is buried in Baghdad (North Gate) War Cemetery. He is also noted on a memorial in Brompton Cemetery, London. Mesopotamia refers to the area of the Tigris-Euphrates river system, and corresponds to modern-day Iraq, the northeastern section of Syria and to a much lesser extent southeastern Turkey, smaller parts of southwestern Iran and Kuwait. Widely considered to be the cradle of civilization in the West, Bronze Age Mesopotamia included Sumer and the Akkadian, Babylonian, and Assyrian empires, all native to the territory of modern-day Iraq.. Very Good.
