'The Sylva is a collection of facts and observations which was intended to become a part of Bacon's vast philosophical project, the Instauratio Magna, a project that was never completed. The New Atlantis is a philosophical romance, a description of an ideal state in which the principles of Bacon's new philosophy were carried out by political machinery and under state guidance'.
