To Knesset Member Zalman Suzayiv, Tel-Aviv. Two file holes in blank right margin. With English translation. Fine condition.Zalman Suzayiv (1911-1981) served on the Finance Committee in the Second and Third Knessets (1951-1959). He was Deputy Minister of Trade and Industry from 1953-1959. Suzayiv was a member of the Directorate of the General Zionists, second in Knesset members to Ben-Gurionâ??s Mapai party and part of its coalition government at the time of this letter. On June 29, 1955, Prime Minister Moshe Sharett resigned because of the refusal of the General Zionists to abstain during a vote on a motion of no-confidence in his government. He formed a new coalition government without the General Zionists. By November, Ben-Gurion had returned as Prime Minister.In full, â??The current Proportional Voting System might disintegrate the nation even further, weaken and stabilize the national authority which started to grow upon the establishment of the State. This system destroys the stability of the government and might lead to a national crisis, downgrade the status of the elected public figures and create an unnatural barrier between the elected and the voters. Only the Regional Elections System guarantees a solid democratic government, political stability, social integration, unity of the people and the public and national responsibility.â?â??In an attempt to stabilize the political system, Ben Gurion proposed a new electoral system that would replace direct proportional elections with regional. Mapai approved the plan at the end of 1954, but it failed to pass in the Knesset, as most parties feared it will benefit mostly Mapai, bringing them an easy majority of Knesset seats.â? --- from Knesset.gov.il"
