This is the Third Edition (the First Edition had nine volumes; Second Edition intended to add a Tenth volume containing Confidential Papers that had not been released by the Congress for the previous edition but that material was delayed and appears as Volume X of this edition, sadly lacking here). The rich material in these volumes tells the story of the first three decades of the national government. The entries open with Washington's First Inaugural Address, April 30, 1789, and close with a message from President Monroe and Secretary of State John Quincy Adams dated August 1 , 1818. All of the Inaugural Addresses of the period are here. ( John Adams' Inaugural was originally omitted but added in this edition at the end of volume twelve with apologies to President Adams). Many of these papers relate to the diplomatic history of the new nation, and include the communications relative to the Jay Treaty , the XYZ Affair, the Louisiana Purchase, and the War of 1812 .
