Unrecorded Senate slip bill printing of the bill that would become law in April, 1806, intending to solve the ongoing land grant conflict between Tennessee and North Carolina. In the first years of the 19th century, Tennessee and North Carolina, who had originally held claim to Tennessee's lands, were issuing overlapping grants of "vacant" lands, creating conflicts with each other, the local Cherokees and Chickasaws, and the federal government. The present bill fixes the boundaries of the public lands, establishing the Congressional Reservation, and naming the lands available for North Carolina to grant to its Revolutionary War veterans and designating areas for Tennessee townships and university and school lands. This is a slip bill printing, done for the use of members on the floor of the Senate while the bill is under consideration, and triple spaced to allow room for changes and annotations. No record of this bill has been found in Shaw & Shoemaker, Sabin, or OCLC; slip bills were usually printed in very small numbers and discarded quickly. DAH IV, pp.144-45; V, pp.242-43.
